Position summary: The position as a Sr. Program Manager/Contract Manager requires a strong background in the aviation industry with a comprehensive knowledge of landside, terminal and airside elements of major air-carrier airports in the mid-Atlantic region. The position has a specific focus on the development, implementation and management of large capital programs. The position will offer the candidate a leadership role within JMT's Aviation team, as well as the opportunity to work directly with key decision makers within our clients' organizations.

In this role, the individual will be the owner's representative and will directly engage with architectural/engineering key staff, construction contractors, and leadership teams and other stakeholders within the owner's organization. The individual will be supported by a team of dedicated professionals to deliver project objectives for assigned tasks.



  • Technical and program management expertise that is highly beneficial for this role includes planning, design and construction associated with terminal modernization and expansion, baggage handling systems, airside civil infrastructure (runways, taxiways and taxilanes, and RSA improvements), FAA guidelines and circulars. Experience with multiple project delivery methods i.e., Design-Bid-Build, Design-Build, P3 is desired to support JMT's continued engagement in these project delivery methods with our aviation industry partners.
  • Leadership skills that will be used in the position include engagement with client leaders to achieve beneficial results for both JMT and the client, industry wide engagement at conferences to showcase JMT strengths within the Aviation industry, and internal organizational engagement and staff mentoring.
  • Management areas of expertise include technical writing associated with contract level and task level scope, schedule and budget development, team coordination with support from task managers and discipline leads, technical and financial risk management, including adherence to JMT's ISO-9001 quality program.


The individual will be supported by JMT's national service line leader for Aviation, and the regional leadership team within JMT's Maryland office, JMT's aviation construction management team, along with a wide range of experienced technical staff members across multiple disciplines within JMT.

Compensation for this position is $200,000.00 - $240,000.00, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. We notice that we receive a wide variety of applicants and recognize that the person selected may be less experienced or more experienced. If so, the actual salary range may vary from the estimate provided.

Essential functions and responsibilities



  • Maintain ongoing communications throughout the project team, incorporating project status and ongoing issues to internal and external stakeholders, assure that the project team is monitoring and executing projects, including identifying and mitigating risks, developing extra work order requests and open-end contract task proposals.
  • Build relationships with client(s) to understand preferences and requirements to set-up and execute a quality project.
  • Managing a team of dedicated professionals to deliver project objectives for assigned tasks, while collaborating with disciplines and subconsultants to develop a risk adverse project scope and fee.
  • Support business development for the development of new task opportunities and new contract opportunities.
  • Assure that the project team is developing project specific documents in accordance with JMT's ISO-9001 quality management plan, including Project Management Plans, Quality Management Plans, and project schedules.
  • Providing coaching and mentorship to the project team through one-on-one check-in meetings and various project debriefs to acknowledge achievements, identify areas for improvement, and share lessons learned.
  • Providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of staff.

Required Skills

  • Proficiency in Microsoft Office and knowledge of Oracle P6
  • Strong Communication Skills

  • Experience managing multidiscipline project teams

Required Experience

  • Bachelor's degree in engineering, architecture, construction management or a related field from an ABET accredited program
  • Active Professional Engineer or Architectural License and the ability to get registered in the states where clients are served within 3 months of employment
  • Experience and comprehensive knowledge of the aviation industry including planning, engineering and architecture and program management for air carrier airports
  • 25+ years of aviation consulting industry experience


Preferred Experience



  • CAPM or PMP
  • Experience with multiple project delivery methods i.e., Design-Bid-Build, Design-Build, P3


Working Conditions

Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
