Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Research and data driven, Goldbelt Professional Services' experts create solutions customized to the client's needs. Summary: The Alternate Program Manager (Alt PM) supports the Program Manager in overseeing all aspects of the Department of State (DOS) Office of Inspector General (OIG) Blanket Purchase Agreement (BPA). The Alt PM must possess the knowledge, skills, and experience necessary to assist in leading, managing, and sustaining daily operations, and must be capable of assuming full PM responsibilities when delegated or during the PM's absence.
Responsibilities
Essential Job Functions:
- Assist in the overall management and execution of the BPA, ensuring alignment with contract terms and strategic objectives.
- Serve as a secondary point of contact for the Government Contracting Officer (CO) and Contracting Officer's Representative (COR), supporting communications and coordination.
- Support the COR and contractor management team in day-to-day operations and issue resolution.
- Facilitate transitions and task order implementations under the direction of the PM.
- Monitor staffing levels, onboarding processes, and resource availability to ensure continuity of operations.
- Track performance metrics and quality assurance across task orders, escalating issues as needed.
- Assist in resolving performance or personnel issues that arise at the task order level.
- Support recruitment, vetting, and onboarding of personnel to meet BPA labor category requirements.
- Ensure candidates meet minimum qualifications and clearance/background check standards.
- Collaborate with task order managers to maintain staffing levels and fill vacancies within required timelines.
- Participate in quality assurance reviews and ensure compliance with BPA standards.
- Lead or support status meetings, reporting, and deliverable submissions as directed by the PM.
- Respond to communications from the CO and COR in coordination with the PM.
- Maintain accurate records and support BPA transition activities.
- Assist in invoice preparation and ensure timely submission in accordance with contract requirements.
Qualifications
Necessary Skills and Knowledge:
- Strong leadership, communication, and client relationship management skills.
- Must be able to read, write, speak, and understand English fluently and possess the managerial and communication skills needed to manage the overall BPA.
- Proficient in Microsoft Windows and Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams), videoconferencing tools (Teams), and standard office equipment.
- Strong oral and written communication skills, including the ability to draft clear, professional documents and interact effectively with team members, leadership, and external stakeholders.
- Understanding of protocol and etiquette in a government or high-profile organizational setting.
- Understanding of and adherence to professional standards related to confidentiality, data protection, ethics, and respectful workplace behavior.
- Ability to prioritize tasks, manage multiple assignments, meet deadlines, and maintain attention to detail with minimal supervision.
- Ability to adapt to changing work environments, new systems or procedures, and handle routine and non-routine issues with professionalism and initiative.
- Ability to respond quickly to requirements and tasks with stringent deadlines.
- Present and project professionally in demeanor, comportment, and dress.
- Independently and proactively execute the coordination and completion of business matters; and therefore, each contractor personnel shall be flexible and multi-talented, possessing strong critical thinking abilities and judgement skills.
- Be sufficiently knowledgeable within the required technical area(s) of expertise and background and possess complementary administrative and technical skills to help successfully accomplish all functions assigned.
- Ability to interact with various levels of staff within and outside of the organization to obtain information.
Minimum Qualifications:
- Bachelor's Degree from an accredited university.
- Certified Project Management Professional.
- Minimum 8 years of program or contract management experience (preferably with federal clients).
- Shall possess the Project Management Institute (PMI) Project Manager Professional (PMP) certification.
- Top Secret clearance at the time of the award.
