Role Purpose:
Ensure methodological rigor, ethical compliance, and adherence to the Global Fund's Quality Assurance Framework (QAF) across the entire evaluation. The QA Expert serves as the independent safeguard of evaluation quality.
Key Responsibilities
- Review evaluation design, sampling, tools, and protocols to ensure methodological rigor and fit-for-purpose approaches.
- Monitor adherence to ethical principles, including confidentiality, data protection, and "do no harm."
- Provide independent quality checks of data collection, analysis, and interpretation processes, ensuring accuracy and consistency.
- Oversee triangulation and evidence grading, documenting the strength of evidence (major, moderate, limited) as required by Global Fund standards.
- Review drafts of deliverables (Inception Report, Interim, Final) for clarity, robustness, and alignment with QAF.
- Advise on corrective actions where gaps, risks, or biases are identified in evaluation processes or outputs.
- Support the Team Lead and Principal Evaluator in ensuring that findings and recommendations are credible, evidence-based, and actionable.
Requirements
- Advanced degree in evaluation, statistics, public health, or related discipline.
- Minimum 7 years' experience in evaluation quality assurance and methods.
- Familiarity with international evaluation standards and Global Fund's QAF.
- Strong skills in triangulation, evidence synthesis, and validation.
- Experience ensuring equity, gender, and human rights perspectives are integrated into evaluations.
- English proficiency required; French highly desirable.
- Domiciled in sub-Saharan Africa, Asia or SE Asia is highly desirable.
