Description
Position Overview: This Program Security Representative (PSR) position requires a solid foundation in all disciplines of security to include, but are not limited to, knowledge of the basics of program protection (P2), classification marking requirements, Special Access Program (SAP) and Sensitive Compartmented Information (SCI) policies, Operations Security (OPSEC), Communications Security (COMSEC), and requirements for sensitive test planning, intelligence & counterintelligence threat support requirements, and secure information transmission. The ideal candidate will possess relevant experience demonstrating direct support for the security needs of senior military (O-7 and above) and/or USG SES/SIS personnel. Duties and Responsibilities
- Review and edit for proper classification marking, executive level briefing documents that support the Director's program objectives for individual engagements.
- Function as an official courier of classified materials to support leadership engagements as required.
- Research and recommend long and short-range program horizontal protection security strategies for new and established programs, as well as changes in program development.
- Using knowledge of the various security disciplines (e.g. physical, information, personnel, etc.) determine, apply, and monitor appropriate security requirements and tasks relative to the specific technology programs to be protected. Prepare and present suggestions for improvement as appropriate.
- Apply a subject matter expert working knowledge of Executive Order 13526, 32 CFR, Part 117, NISPOM and EO 13556 governing Controlled Unclassified Information (CUI), relevant ICD's, or other required briefings or reports, including: foreign travel reporting and debriefing; initial security briefing; annual security training; specialized training records; incident or foreign/suspicious contact reports; and function as a general security help desk for senior leadership.
- Indoctrinate newly assigned personnel and de-brief departing personnel.
- Support the processing, coordination and management of SAP and SCI access for the executive leadership team and record such information, including individuals' programs, contracts and performers, if required, into appropriate information security management systems, i.e.:
- Defense Information System for Security (DISS)
- Security Control Suite (SCS)
- Joint Access Database Environment (JADE)
- Compartmented Enterprise Desktop (CED)
- Secure Integration Cloud (SIC)
- Communicate effectively and coordinate with other Service /Agency program security staffs on behalf of the Director including, but not limited to, Combatant Commands (i.e., INDOPACOM, EUCOM, etc.) in addition to other subordinate commands and various agencies and offices within the Intelligence Community.
- Develop, write, review, coordinate, and execute security documentation as needed, e.g.:
- Public Affairs (PA) / Perception Management Plans
- Exposure Contingency Plans (ECP)
- Technology Transfer and Program Transition Plans
- Standard Operating Procedures (SOPs)
- Co-Utilization Agreements (CUA)
- OCONUS TDY support documents
- Managed Access Plans
- Treaty Compliance Plans
- Transportation Plans
- Detailed trip & meeting reports
- Memorandums of Understanding (MOU)
- Memorandums of Agreement (MOA)
Qualifications
Required Skills (Knowledge, Skills, Abilities) Note: All PSRs must be able to successfully draft, review, and when necessary, prepare final documents for staffing and signature within 30 calendar days of tasking.
- Plan, coordinate, provide, and manage security support for executive level meetings. Attend and support program reviews, i.e., Concept Review Board (CRB), Capture Team meetings, Cross Functional Team (CFT), and integrated product team (IPT) reviews, to ensure changes to programs don't negatively affect security and initiate actions to add mitigation where necessary.
- Actively support Agency Staff Assistance Visits of cleared defense industry base contractors and government agencies as well as the customer site's Self-Inspection Program.
- Plan and assist with program close-out actions including participation in program closeout reviews at performer sites as needed to augment the security staff.
- Participate in and support the Broad Area Announcement (BAA) process for executive level initiatives that support the leadership's vision to bring in new ideas while protecting National Security interests.
Clearance
- Active TS/SCI is required
- Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility.
Years of Experience/Education Requirements
- BS with 5 years of related DoD or IC experience or AS with 8 years of DoD or IC related experience
Travel Requirements
- Ability to travel to CONUS and/or OCONUS locations
- Frequent travel within the NCR and to the PNT
- Must have active US passport for OCONUS travel requirements
