Position Summary

The Salvation Army Northern Division Headquarters (DHQ) in Roseville, MN, is committed to "Doing the Most Good" by supporting worship, housing, and service centers, addressing community needs, and administering emergency disaster services.

The Assistant Twin Cities Social Services (TCSS) Director provides leadership and operational support for metro social services and seasonal programs. This role oversees assigned programs and personnel, ensures compliance with internal policies and external regulations, and contributes to quality assurance efforts. Key responsibilities include supervising program operations, supporting staff development and training, managing seasonal and special events, and building partnerships with community organizations. The Assistant Director works collaboratively with the TCSS Director to advance service outcomes, promote mission alignment, and strengthen community impact.

Salary range: $89,608- $93,055

Essential Functions (approximate time spent)



  • Program Oversight & Compliance (25%): Supervise seasonal programs, Life Centers, and assigned housing programs; ensure compliance with contracts and fiscal responsibility; collaborate on quality assurance.
  • Training and Staff Development (20%): Support staff development through training, performance, quality assurance, and compliance; plan and execute the annual Mini-Institute.
  • Financial Development & Grant Management (20%): Identify funding sources, assist with grant applications, prepare reports, collaborate in budget preparation, and approve office expenditures.
  • Collaboration & Advocacy (10%): Build relationships with community partners and represent The Salvation Army at key meetings; assist with advocacy efforts such as the Day at the Capitol.
  • Community Engagement & Mission Support (10%): Uphold the guiding principles of The Salvation Army, emphasizing outreach and pastoral care; assist in program goal implementation and community engagement; represent The Salvation Army at interagency councils and collaborations.
  • Event Coordination & Special Projects (5%): Plan and coordinate social services events and special projects; liaise with community-based organizations for collaborative efforts.
  • Administrative & Personnel Management (5%): Assist in recruitment, training, and policy development.
  • Volunteerism & Internships (5%): Increase the impact of student internships and facilitate social services placements.


Education and Experience



  • Bachelor's degree in social work, human services, or a related field; a combination of relevant education and experience may be considered.
  • Master's degree in relevant field highly preferred.
  • Minimum of five years' experience in social services or a closely related field, including supervisory responsibilities.
  • Must pass background checks, hold a valid driver's license, and clear an MVR check.

Driving/Travel Requirements



  • Operate agency vehicles in support of program operations and organizational objectives.
  • Frequent local travel is required; rare out-of-town or overnight travel may be necessary.
