Position Overview:

This position is responsible for managing security operations at our San Deigo, CA location, serving as the Facility Security Officer (FSO) and reporting to the CSG Security Director. The Facility Security Manager will support security actions and corporate office security functions, including clearance processing, visit certifications, document control, and physical security (e.g., alarm response). The FSO must possess a thorough understanding of security databases such as DISS, eQIP, and NISS.

Responsibilities:

  • Perform day-to-day administration, implementation and direct oversight of industrial security duties as a value-added member of the functional support team and maintain a security program to ensure contract security compliance with 32 CFR Part 117 (NISPOM Rule), DoD Manual 5205.07, Contract Security Classification Specification (DD254) and program security classification guides.
  • Manage the overall personnel security clearance process via Defense Information Security System (DISS) and National Background Investigation Services (NBIS).
  • Process employees for initial security clearances, and re-investigation/continuous evaluation as required, to include tracking investigations, submitting requests to the customer, and coordinating with customer security personnel.
  • Manage and continuously track the submittal of all personnel security processing nomination packages and requests with minimal supervision.
  • Manage, continuously track and actively participate in industrial security self-inspections and execute and/or support all government security compliance reviews of the facility.
  • Assign responsibilities as the facility Insider Threat Program Security Officer.
  • Process and perform personnel security indoctrinations, debriefings, maintain a document control system of record, perform NATO briefings, conduct new hire orientation briefings.
  • Maintain FCL documentation and submission in accordance with DCSA requirements.
  • Maintains facility access control, personnel badging, and alarm system.
  • Manage safeguarding requirements for secure work areas.
  • Establish and maintain Standard Practices and Procedures (SPP).
  • Coordinating and conducting periodic DCSA self-inspections related to the activity, information, system, and conditions of the overall security program, to include the Insider Threat program.
  • Analyze security issues/problems and provide focused solutions with the ability to effectively communicate information to various audiences.
  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Support implementation of security documentation including program protection plans and managed access plans.
  • Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
  • Maintain good working relationships with US Government agencies and company employees.
  • Effectively communicate verbally and in writing to internal and external customers.
  • Support internal audits, to proactively mitigate vulnerabilities of risk and non-compliance, prior to DCSA Annual Inspection.
  • Escort any Facility Maintenance personnel while inside the facility.
  • Escort all non-cleared visitors, personnel, vendors, janitorial/maintenance crews without the appropriate security clearances.
  • Verify access eligibility and provide appropriate levels of access to cleared visitors, uncleared visitors, seated or unseated contractor support, or new/existing employees.

Qualifications:

Required:

  • U.S. citizenship. Sponsorship for employment-based visas (e.g., H-1B, OPT, Green Card) is not available.
  • Active Top Secret clearance required at time of hire.
  • Minimum 8 years of relevant FSO experience supporting DOD.
  • High School diploma or equivalent.
  • In-depth working knowledge and understanding of Title 32 CFR Part 117, SEAD3 reporting requirements and other government regulations
  • Hands on experience with industrial security administration and government databases such as DISS/NBIS, NISS, SWFT, and eQIP/eAPP.
  • Completion of DCSA CDSE FSO Program Management for Possessing Facilities.
  • Strong understanding of Physical Security requirements, including collateral Closed Areas.
  • Excellent decision-making and communications skills.
  • Proficient in using SharePoint, MS Office, Adobe Acrobat and Internet-based tools.
  • Ability to pre-screen candidates for clearance eligibility.

Preferred:

  • Bachelor's Degree.

Work Environment:

  • This is a full-time, on-site position in San Diego, CA. Remote telework is not available unless stated otherwise.
  • Occasional short term CONUS travel may be required.
  • Standard schedule: Monday-Friday, normal duty hours.
