Kalman & Company is seeking to hire a mid-level Government Furnished Property (GFP) / Government Furnished Equipment (GFE) Manager to provide management of the PM MT GFP and GFE resident with test sites, storage depots, vendors, etc. in support of Program Manager Motor Transport efforts. This position is contingent upon contract award and would support DoD clients in Stafford/Quantico, VA.

Duties/Responsibilities:



  • Knowledge. The GFP / GFE MANAGER shall obtain sufficient knowledge of the various contract operations to understand the role and functions of each contract and the relationship in total Government Property Control Systems required for contract PM MT manages with GFP / GFE; each type of property and property management systems may require distinctly different methods for management and control.
  • Oversight. The GFP/GFE Manager shall oversee the management of PM MT's government-owned property control plan and system, including acquisition, tracking, and disposition.
  • Processes & Procedures. The GFP / GFE MANAGER shall develop and maintain Government Property Management processes and procedures (as tailored for each contract).
  • Compliance. The GFP / GFE MANAGER shall ensure compliance with all Government Property regulations and requirements.
  • Surveillance. The GFP / GFE MANAGER shall provide surveillance of individual contracts to prevent, to the extent possible, any loss, damage, or destruction of Government property.
  • Reporting. The GFP / GFE MANAGER shall inform the PM MT COR / ACOR of any known or reported incidence of loss, damage or destruction identified during any performance period of the individual contracts.
  • Records. The GFP / GFE MANAGER shall review records and the results of individual contract actions to identify any and all incidence where the contract failed to report property no longer required for performance for periods longer than called for in their standards and practices.
  • Policy and Procedures. The GFP / GFE MANAGER shall be responsible for advising, updating, and drafting policy and procedure for PM MT relative to the treatment of Government Property.
  • Liaison. The GFP / GFE MANAGER shall interface with external Government Property Administration organizations, on matters involving PM MT.
  • Audits. The GFP / GFE MANAGER shall serve as focal point in the event of any Government-conducted audit of this Property Control Plan.
  • Communication. Determine the kinds of information required to be furnished to the individual Team Leads, Inventory Managers and Project Officers in order to permit the efficient and effective exercise of responsibility and to facilitate the preparation of reports periodically required to be furnished to the Government.
  • DoD IUID Registry. On behalf of the company, the GFP / GFE MANAGER shall ensure the required reporting of DoD property in the possession of contractors through use of the DoD IUID Registry.
  • Location Audits/Physical Inventories. The GFP / GFE MANAGER shall conduct, or cause to be conducted, annual Location Audits and Physical Inventories of Government Property, as required for each individual contract (as applicable).
  • Reviews. The GFP / GFE MANAGER shall conduct, or cause to be conducted, necessary reviews on individual contracts (as applicable) to ensure that the requirements of PM MT's Property Control Plan are being responsibly fulfilled.
  • Discrepancies. The GFP / GFE MANAGER shall resolve, or cause to be resolved, discrepancies, if any, discovered during location audits, physical inventories, or other contractual events.
  • Loss, Damage or Destruction. The GFP / GFE MANAGER shall review and conduct causal analysis on any report of loss, damage, or destruction of Government Property prior to its execution and release.


Required Skills/Abilities:



  • US Citizenship is required
  • Active Secret Security Clearance or ability to obtain a Secret Security Clearance
  • At least 5 years of experience conducting annual Location Audits and Physical Inventories of Government Property
  • Willingness to travel as needed to CONUS program sites.
  • Prior experience with a Government-conducted audit of a Property Control Plan
  • Previous experience establishing and adjusting company policy and procedures relative to the treatment of Government Property
  • Demonstrated ability to clearly articulate information both verbally and in writing
  • Exceptional interpersonal skills: ability to work with a wide audience
  • Excellent organizational skills and attention to detail
  • Proven ability to manage tasks/prioritize work to meet deadlines
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software
  • Advanced Excel skills


Education and Experience:

Bachelor's Degree; Master's Degree a plus
