We are seeking an experienced Proposal Manager and Writer to work with our Business Development team in developing and submitting proposal bids for Department of War/Defense solicitations and opportunities.

Work location and telework:

Work will be performed on Eastern Standard Time (core hours 9:00 AM - 3:00 PM). Candidates located near Arlington, VA, or Virginia Beach, VA, are preferred; however, hybrid and remote arrangements will be considered for qualified candidates. Remote employees may be required to travel, at their own expense, to support proposal activities as needed.

Position Description:

The Proposal Manager will assist the Business Development Team through all phases of proposal development, including initial research, Gate review presentation creation, capability matrices creation, proposal team coordination, proposal data calls, and proposal organization and drafting. You will set up and run external meetings as needed as part of the proposal process.

Responsibilities and Duties:

Proposal Preparation and Presentation

  • Develop capability matrices, Gate Review materials for leadership, and kickoff briefs to support proposal efforts. Gather data from sources such as GovWin, SAM.gov, and other relevant databases.

Proposal Coordination

  • Lead proposal planning and coordination, including data call creation and collection. Ensure proposal teams stay on schedule and meet all deadlines. Support post-submission activities such as Lessons Learned sessions and updates to the proposal library. Review RFIs and RFPs to ensure content is compliant with all requirements and evaluation criteria.

Writing and Editing

  • Write, edit, integrate, and proofread proposal and contract materials while adhering to deadlines. Edit and refine technical content prepared by others to ensure accuracy, clarity, consistency, and alignment with company voice and standards.

SME Collaboration

  • Work closely with Subject Matter Experts (SMEs) to develop and refine technical sections and other proposal content based on their expertise.

Research and Content Development

  • Independently research and write technical and business development content, including white papers, responses to government RFIs, and Sources Sought notices.

Staffing and Cost Estimation

  • Develop preliminary staffing plans and rate estimates using government and industry resources such as the Bureau of Labor Statistics (BLS) and Salary.com.

Template and Design Support

  • Assist with designing and maintaining branded templates in Microsoft Word, PowerPoint, Excel, and Adobe Creative Suite. Contribute to the ongoing development of the Business Development content library.

Required Qualifications and Skills:

  • High School Graduate
  • Minimum 3 years of experience performing similar work
  • Comfortable working independently, as a self-starter with strong critical thinking skills.
  • Comfortable working with others at all levels of the organization.
  • Excellent attention to detail and organizational skills.
  • Excellent time management and multitasking skills. Ability to work well under pressure and with tight deadlines.
  • Willing to work outside of normal business hours as necessary to meet proposal deadlines.
  • Able to collaborate effectively with technical and non-technical teams to gather inputs from multiple stakeholders and drive business results.
  • Exceptional ability to translate complex topics into clear, concise, and compelling content to educate and inspire decision makers across key industry verticals.
  • Advanced knowledge of MS Office, including MS Word, PowerPoint, SharePoint, and Excel, including creating templates, setting styles, using formulas, and macros.
  • Ability to integrate material from multiple sources and adjudicate comments and suggestions

Desired Qualifications:

  • B.S or B.A. Degree, Certificates in Business Development related training.
  • 5+ years of experience
  • Knowledge of Federal/DoD contracting. Proven experience writing and winning Federal proposals.
  • Knowledge of the Government proposal review and selection process, selection board experience

Travel Requirements:

  • Travel is not required, but there may be an opportunity for occasional travel to support overall Business Development efforts.
  • Remote workers may need to check into Decision Technologies' Headquarters once or twice a year
