Position Type:Full-Time, GS-11-13 Equivalent Position Summary: The U.S. Department of State is seeking a highly experiencedFreedom of Information Act (FOIA) Analystto lead and manage the processing of complex FOIA requests. This role is critical in supporting the Department's mission of transparency, accountability, and compliance with federal information disclosure laws while protecting national security and sensitive information.
Key Responsibilities:
- Oversee the intake, assessment, and processing of FOIA requests in accordance with 5 U.S.C. * 552 and Departmental regulations.
- Conduct detailed legal and factual analysis of requested records to determine the applicability of FOIA exemptions.
- Coordinate with internal bureaus, legal counsel, and external stakeholders to collect responsive records and resolve scope or classification issues.
- Apply redactions using FOIA exemptions and ensure proper handling of classified, sensitive, or personally identifiable information (PII).
- Draft and review response letters, interim communications, and final determinations.
- Provide subject matter expertise and training to junior analysts and Department staff on FOIA procedures, legal standards, and best practices.
- Maintain accurate records in FOIA tracking systems (e.g., PAL, FOIAXpress) and ensure timely updates to requesters.
- Prepare reports and metrics for internal leadership and external oversight bodies, including the Department of Justice and Congress.
- Monitor and interpret changes in FOIA-related legislation, case law, and OIP guidance to ensure ongoing compliance and process improvement.
Required Qualifications:
- Bachelor's degree in Law, Public Administration, Political Science, Information Management, or a related field. Master's or J.D. preferred.
- Minimum3-7 years of FOIA experience, including handling complex, high-profile, or sensitive requests.
- In-depth knowledge of FOIA statutes, exemptions, and federal records management policies.
- Demonstrated experience with redaction tools, e-discovery platforms, and FOIA case management systems.
- Strong analytical, legal writing, and communication skills.
- Ability to manage competing priorities and work independently in a high-volume, deadline-driven environment.
- Experience working with classified materials and understanding of national security protocols.
- U.S. citizenship and ability to obtain and maintain a security clearance.
Preferred Qualifications:
- Familiarity with the Privacy Act, MDR (Mandatory Declassification Review), and litigation support.
