THE POSITION

PennDOT is actively seeking a talented Roadside Technician 2 to take on the essential role of executing well-structured tasks associated with the planning and management of roadside vegetation projects. This position will play a crucial part in supporting landscape and roadside design efforts within an engineering district office, ensuring that projects are not only efficient but also aesthetically pleasing and environmentally sustainable. DESCRIPTION OF WORK

In this position, you will play a crucial role in the planning and preparation of moderately complex contract specifications, which involves conducting thorough research and performing historical cost and usage analyses. You will also be responsible for carrying out field investigations related to various requests and complaints, including those concerning mowing, tree removal and pruning, brushing, litter pickup and removal, general landscaping, and the maintenance of roadside welcome centers and rest areas. Additionally, you will prepare cost estimates and bid proposals for roadside maintenance services, while overseeing and administering the activities of contracted maintenance services in these areas. Your duties will include conducting pre-service equipment inspections for vendors and participating in pre-service meetings for each service contract. You will be tasked with monitoring and maintaining an ongoing inventory of all necessary roadside maintenance activities, regularly sending work lists to contractors, and keeping a close eye on the budget for all contracted services to ensure that quantity usage is accurately tracked. Furthermore, you will oversee the progress of work for all contracted maintenance contracts, making necessary adjustments to prioritize responses to complaints and adhere to schedules and seasonal requirements, while updating the Quantity Tracking Spreadsheet (QTSS) daily to reflect available balances. You will also address contractor performance issues by maintaining detailed files for each contractor and preparing initial change order requests when needed to prevent service delays or overuse. Your role will involve assisting in the annual re-evaluation and recalculation of work performed on a cyclical basis, which includes modifying spreadsheets, maps, and documentation as required. Coordination with various units will be essential to track changes in the roadside landscape, including collaboration with the Construction Unit for projects transitioning to maintenance, the Right of Way Unit for newly acquired rights of way and previously unclear ownership, and local counties, cities, and municipalities regarding ownership issues. Lastly, you will compile data to analyze the county's usage of herbicide materials, contributing to informed decision-making in roadside maintenance practices.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 2 days per week upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pipersville. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as a Roadside Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in technical landscaping, roadside development, or soil conservation work; and graduation from high school; or
  • One year experience in technical landscaping or roadside development activities and an Associate's Degree in agricultural, forestry, landscape technology, or a related field; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • This particular position requires possession of a Class C non-commercial driver's license.
