What You'll Do

IronArch is seeking a Delivery Manager to oversee delivery execution for the Beneficiary Travel Self-Service System (BTSSS), a nationwide VA platform that enables Veterans, caregivers, and donors to submit and track travel reimbursement claims. BTSSS supports millions of Veterans annually, connecting to core VA systems for identity, appointments, eligibility, and payments. The program includes both a public-facing portal and internal tools used by VA staff to review and process claims. As a Tier 2 critical system, BTSSS requires continuous delivery excellence to ensure security, reliability, and performance.

In this role, you will guide Agile delivery teams, coordinate with engineering, product, and stakeholder groups, and ensure sprint and release goals align with VA mission outcomes. The Delivery Lead provides structure, accountability, and transparency across multiple workstreams, driving execution of sustainment, performance improvements, and modernization efforts that streamline workflows and enhance the Veteran experience.

You will serve as both Delivery Lead and Scrum Master, balancing team facilitation with program-level coordination. This role requires proactive communication, risk management, and stakeholder engagement to ensure every iteration delivers measurable impact.

Key Responsibilities

  • Provide comprehensive project and program management support services
  • Maintain oversight for project schedule and milestones
  • Project Tracking and Risk Management
  • Coordination and collaboration with external stakeholders
  • Identification and tracking of organic growth opportunities
  • Financial tracking and budget monitoring
  • Compile regular progress update documents and facilitate regular progress meetings with key stakeholders
  • Develop trusted customer relationships at all levels of their organization and communicate on a regular cadence
  • Manage customer engagement with responsibility for customer satisfaction, financial performance, and team leadership
  • Ensure compliance with contract requirements and ensure quality deliverables are provided on time
  • Supervise resources/personnel working on subcontract portfolio
  • Execute and coordinate personnel project onboarding/offboarding for all hires within the subcontract portfolio
  • Engage with project employees through regular check-ins and project team meetings to create an inviting and collaborative environment
  • Support Business Development (BD) involving subcontract portfolio to include, but not limited to, past performance write ups and technical reviews
  • Support workforce development and training efforts
  • Provide career guidance, technical oversight, and workload balancing across team members who may support additional contracts
  • Perform other duties, assignments, and/or special projects as time or circumstances necessitate
Requirements
  • Public Trust or higher (ability to obtain and maintain required background investigation)

Preferred Experience

  • 6-8 years of project management experience with a Bachelor's degree in a related field
  • 3+ years of experience managing projects and/or programs for government clients
  • 2 - 3 years of experience managing project budgets
  • 2 - 3 years of experience managing employees
  • Experience as a consultant working with clients in the federal government, current VA clearance is a plus
  • Knowledge of Microsoft Dynamics ecosystems, VA ATO, and conversational AI integrations
  • Self-starter/independent thinker with demonstrated ambition to take on new roles with increasing responsibility with limited guidance and direction from management
  • Possess strong verbal and written communication skills, and the ability to facilitate meetings with senior levels of management
  • Adept at project and change management
  • Expertise in Microsoft Office suite required
  • Agile/Scrum experience required
