Loudoun County, Virginia's Office of Management and Budget (OMB) is seeking a Demographer to join our dynamic team. Loudoun County's Demographer develops population, household, and employment forecasts and serves as a resource for demographic information.

OMB seeks a detail-oriented, innovative, and analytical researcher to conduct the organization's demographic analysis function. OMB, a change agent for the County, advises senior executives and elected officials on demographic trends and the impacts of land development decisions on the County's ability to serve the public. OMB is a fast-paced, results-oriented environment and depends upon a team approach to problem-solving.

The ideal candidate will share a passion for data analysis with a particular interest or specialization in demographics. The ideal candidate will also possess familiarity and/or experience with geospatial dataset creation and analysis (utilizing the county's GIS) and land development processes. The successful candidate also should have a team-oriented approach, extremely strong analytical and public speaking skills, a proven record of excellent customer service, and a desire to innovate. The incumbent will implement the Department's research efforts related to analysis of demographic data from the U.S. Census Bureau and other sources, as well as development of population, household, and employment estimates and forecasts.

The role includes disseminating research and making information available online to staff and the general public. The role also includes serving as a resource for other staff on data analysis (including GIS) and research methods. The candidate must have outstanding technical skills in data analysis and the ability to convey analysis in writing and through presentations.

The Demographer will be expected to perform the following activities:

• Participate as a key member of a multi-departmental team which evaluates and forecasts trends and presents this analysis to Loudoun County's Fiscal Impact Committee.
• Develop countywide estimates and forecasts of population, households and employment in cooperation with the Metropolitan Washington Council of Governments (MWCOG) and regional jurisdictions. This work includes building upon and refining the existing model that allocates growth by Traffic Analysis Zones.
• Disseminate data and provide discussion of key data trends, through electronic means and via presentations to internal and external stakeholders.
• Respond to inquiries about demographic data from internal and external sources.
• Collaborate with county staff by providing data to support land use plans and other policy initiatives.
• Identify opportunities to develop new tools and ways to communicate data to the public, often in coordination with staff from other departments (Mapping, Communications, etc.).
• Provide guidance to division staff on data analysis and research methods. Provide support for quality control and ensure data accuracy.

Bachelor's degree in Demography, GIS, Geography, Urban or Regional Planning, Statistics, Economics, Data Science, or a related field and five (5) years of progressively responsible experience in demographic analysis, forecasting, or quantitative research, including the use of GIS or an equivalent combination of education and experience.

Preferred:

• Knowledge of ArcGIS Pro and Microsoft Power BI
