Under the broad direction of the General Manager of the Prince William Water, leads, directs, plans, organizes, coordinates, and administers all programs, functions, and activities of the Planning and Engineering Division. Provides expert, professional leadership as a member of Prince William Water's Senior Management team. Plans, supervises, and coordinates wide-ranging and complex planning, professional engineering, design, construction, and development review programs in support of Prince William Water's business goals, objectives, and mission. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.

Position Responsibilities / Essential Job Functions

- Exercise oversight and broad discretionary judgment to manage all functions in the Planning and Engineering Division to achieve Prince William Water's strategic priorities and business goals.
- Communicate a vision and provide division leadership so that employees may become proficient and motivated to do their best work. Direct the development and administration of budgets, policies, projects, and programs of the division to effectively and efficiently, deliver high-quality services.
- Works with the General Manager, Board Members, division directors, and other senior managers to analyze organization and customer needs, and take appropriate action in response to those needs.
- Develops strategic partnerships with customer and community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our customers and to respond as a representative of Prince William Water.
- Provides leadership and direction to develop short and long-range plans for divisional programs. Researches, analyzes, and evaluates existing policies, practices, and procedures to ensure they align with Prince William Water's goals; provides recommendations for improvements and implements changes.
- Maintains confidentiality at all times.
- Manages the efficient, effective, and timely execution of the Prince William Water's water and water reclamation infrastructure programs including, but not limited to comprehensive planning, contract preparation, engineering, design, permitting, easement acquisition, construction management, community and neighborhood project coordination and communication (including but not limited to preparing press releases and using other communication venues to inform the public of construction and other work that may disrupt or inconvenience public, program and project management, water, and water reclamation system hydraulic and another modeling.
- Responsible for the inspections of both Prince William Water and developer-installed construction of water and sewer mains, connections, pumping stations, plants, and tanks; the review and inspection of site plans; and surveying activities.
- In coordination with other divisions, responsible for the preparation and update of the Prince William Water's Capital Improvement Program and Utility Standards Manual.
- Responsible for review of developer plans and determination, in consultation with the Director of Finance, of availability fees.
- Prepares and makes effective oral and written presentations to councils, boards, commissions, civic groups, employee groups, and the general public.
- Responsible for preparing, managing, and updating comprehensive written Divisional operational SOPs to establish roles, responsibilities, and accountability to ensure work gets done.
- Participates in various procurement processes including initiation of projects as project lead, acquisition planning, participation as a member of selection committees, and involvement in the contract approval process. Overseas contract administration duties of contracts assigned to the Division.
- Meets divisional benchmarks within established guidelines.
- Assists in the preparation of agreements between Prince William Water and other entities.
- Prepares grant, loan, and other applications.
- Provides engineering analysis as needed and as requested.
- Prepares accurate cost analysis, budget forecasting, construction and engineering estimates, life cycle analysis, and present worth estimates.
- Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes, and work cooperatively and jointly with other divisions.
- Ensures all division personnel comply with all policies.
- Plans and organizes the activities of the division. Establishes procedures and policies for the division.
- Communicates as a liaison with local, state, and federal regulatory agencies regarding water and wastewater treatment requirements. Directs studies and makes reports for system improvement, replacements, and expansion.
- Ensures all work complies with Prince William Water, local, state, and federal regulations, ordinances, and laws.
- Manages division purchases of equipment and operating supplies following all laws, regulations, and policies.
- Manages positions and personnel to make best use of employees; selects key employees and reviews or participates in the selection of other professional staff; develops the capabilities of staff; plans for succession of key personnel; proactively counsels employees regarding their work and takes appropriate actions to improve performance when necessary; evaluates employee performance, investigates and resolves grievances as appropriate and administers discipline; ensures that the management of human resources within the unit is conducted following Prince William Water policies and procedures.
- Executes appropriate elements of the Strategic Plan and business goals.
- Directs planning strategies and objectives to meet Prince William Water's business needs.
- Plans and uses resources economically; plans and administers budgets and monitors and approves facilities maintenance and operations expenditures. Maintains technical drawings (as-built drawings), documents, manuals, and certifications concerning facilities and systems in a well-documented, easily recoverable, safe, and secure environment; prepares or directs the preparation of written materials, guides, manuals, reports, and correspondence. Monitors the procurement of equipment and supplies for effectiveness and costs.
- Develops, administers, and enforces standards for water and wastewater infrastructure design and construction.
- Proactively communicates issues, potential and existing problems, and concerns with Executive Management. Keeps the Executive Office informed.
- Updates and recommends changes to plan review fees, inspection fees, and other developer charges to ensure full cost recovery.
- Responsible for completeness and correctness of technical design, reports, and analysis.
- Responsible for technical and business readiness of planning and engineering through hiring and people development.
- Practices open and two-way communication with employees making sure they are informed regarding Prince William Water matters including but not limited to Prince William Water's Vision, Mission, and Company Values.
- Responsible for understanding the overall strategy and direction of Prince William Water and communicating that message to direct reports and employees in the area of responsibility
- Establishes and maintains effective means of coordinating division operations with other Prince William Water operations and takes appropriate actions to maintain effective coordination in the event of delays and other problems.
- Manages design review, code enforcement, and construction inspections of residential and commercial development.
- Develops plans to meet unexpected situations, new developments, and changes in programs; prepares for emergencies; understands the factors and conditions affecting programs and recommends appropriate responses when these change.
- Communicates understanding and support of organization goals and programs through actions and spoken and written words; interacts effectively as a senior staff member and as a Prince William Water representative with individuals, teams, committees, and groups at all levels; maintains ties with external organizations involved in the work; keeps interested and involved parties informed of matters requiring their attention; represents the system to professional bodies, community organizations, and to state and local agencies; presents and explains matters before the Board as required.
- Ensures compliance with applicable policies, rules, regulations, and laws; coordinates operations and requirements with regulatory agencies; stays abreast of legal, regulatory, and policy developments affecting water and wastewater treatment operations.
- Operate a Prince William Water vehicle.
- May be deemed essential at any time.

Essential Skills and Experience

Essential Competencies:
- Demonstrated leadership and management ability to successfully lead a planning and engineering Division and to successfully achieve the Division's business goals and Prince William Water's Strategic Plan.
- Knowledge of the management of large planning, civil engineering, design and construction programs and professional personnel as applied to the requirements of the Prince William Water; leadership, management, and administration of planning and engineering functions including budgeting, personnel, and purchasing; principles and practices of leadership, motivation, team building and conflict resolution; principles of supervision, training and performance evaluation; computer equipment and software related to assignment; English usage, spelling, and grammar.
- Ability to plan, organize, and direct engineering programs.
- Ability to manage the preparation of technical engineering analyses and studies; and technical engineering/operating assessments to determine appropriate courses of action.
- Ability to supervise, train, and evaluate assigned personnel; communicate effectively, both orally and in writing; operate computer equipment and software related to assignment; establish and maintain effective working relationships with others encountered in the work.
Minimum Education and Work Experience:
- Bachelor's degree in civil or environmental engineering, or related field supplemented by training in management and business practices.
- At least seven years of progressively responsible experience managing an organization or organizations responsible for the design and construction of large civil projects including collection systems, distribution systems, and treatment facilities.
- Or a combination of education and professional experience as described above.
Required Licenses/Certifications and Other Special Requirements:
- Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
- Must successfully pass a credit check.
Minimum Lead/Supervisory or Management Experience:
- At least five years of management responsibility with direct supervision and management of others.
