Duties and Tasks
Financial & Business Operations:
- Direct all aspects of financial operations, including accounts payable, accounts receivable, payroll, budget administration, and audit coordination.
- Ensure financial compliance with legislative requirements, state codes, and federal regulations.
- Audit expenditures to verify proper coding, categorization, and alignment with appropriations.
- Manage multiple funding streams, including state and federal funding sources.
- Oversee end-of-biennium financial closeout, ensuring appropriations are fully delivered without overspending.
- Oversee procurement and merchandising efforts in accordance with state purchasing requirements.
- Enhance commercial and retail operations to improve profitability and efficiency.
Legislative & Government Relations:
- Contributes to the development and progression of legislation considered by the North Dakota Legislature.
- May testify before legislative committees and meet with legislators to explain fiscal and policy impacts.
- Interpret financial legislative changes and translate them into operational guidance for the agency.
- Partner with leadership to reduce administrative barriers and improve regulatory efficiency.
Human Resources Leadership:
- Provide administrative supervision of the Human Resources Manager [Human Resources program authority, policy interpretation, and case management remain the responsibility of the HR Manager].
- Support and advance the strategic direction and priorities established by the HR Manager, ensuring alignment with agency leadership objectives.
- Serve as an executive-level resource by reinforcing HR-led processes and directing managers to Human Resources for guidance and implementation.
- Promote organizational consistency and accountability by supporting HR-developed training, communication, and compliance initiative.
Leadership & Team Development:
- Lead and develop a team of six direct reports supporting business, procurement, finance, human resources, and administrative functions.
