POSITION PURPOSE: The Senior Director, Federal Programs is a senior, client-facing leadership role responsible for overseeing, shaping, and expanding North Wind Group's Federal portfolio across all Federal agencies, including both defense and civilian customers. This role focuses on engineering, architect-engineer, environmental, and technical advisory services delivered under complex Federal programs. The position emphasizes long-term program stewardship, senior-level client relationships, opportunity shaping, and execution alignment. It is intentionally distinct from Business Development and Account Management roles and is designed to complement the Business Development Leads by providing enterprise-level credibility, continuity, and strategic insight across agencies. ESSENTIAL DUTIES AND RESPONSIBILITIES: Client & Program Relationship Management:
- Serve as a senior executive interface with Federal customers across defense and civilian agencies, including DoD components, USACE districts, and civilian Federal organizations procuring engineering, environmental, and infrastructure services.
- Develop and maintain long-term, trust-based relationships with senior program managers, contracting officers, technical authorities, regulators, and end users.
- Act as a trusted advisor to Federal customers on program planning, execution risk, acquisition strategy, and long-term infrastructure and mission requirements.
- Maintain a visible presence with key customers through routine engagement, site visits, and participation in customer and industry forums.
Program Growth, Opportunity Shaping & Capture Enablement:
- Identify and shape follow-on and new opportunities within existing Federal programs, with emphasis on environmental (including PFAS and FUDS), architect-engineer services, design, construction support, and technical advisory services.
- Provide senior-level customer insight, competitive intelligence, and acquisition strategy input to support capture planning and bid/no-bid decisions.
- Support capture teams through opportunity shaping, teaming strategy development, pricing input, and proposal review as requested.
- Leverage long-standing Federal customer relationships to influence acquisition approaches and position North Wind Group for best-value, limited-competition, or strategically aligned contract vehicles where appropriate.
Program Oversight & Execution Alignment:
- Provide executive-level oversight and customer engagement support for active Federal contracts to ensure customer satisfaction and long-term program success.
- Coordinate with Business Line leadership, subsidiary presidents, and project managers to identify and mitigate execution risks, address performance concerns, and resolve client issues.
- Serve as a senior escalation point for customer concerns, ensuring timely resolution and preservation of client trust.
- Ensure lessons learned from active programs are captured and applied to future pursuits, program improvements, and account strategies.
Strategic Coordination and Internal Leadership:
- Align Federal program strategies with North Wind Group's overall growth objectives and long-term strategic plans.
- Collaborate with senior leadership, capture teams, and technical experts to ensure consistent messaging, positioning, and execution across the Federal portfolio.
- Mentor and support Business Development, Capture, and Project Management staff engaged in Federal programs and pursuits.
- Provide thought leadership and market insight regarding Federal funding trends, acquisition priorities, and evolving mission requirements.
Data, Reporting & Account Governance:
- Maintain accurate and current program and client data within North Wind Group's CRM and pipeline tracking systems.
- Provide regular briefings, forecasts, and strategic assessments to executive leadership regarding client relationships and growth outlook.
- Analyze sales performance metrics, win rates, and trends to inform leadership decision-making and resource allocation.
Compliance, Risk & Ethics:
- Ensure all activities comply with Federal acquisition regulations, agency-specific requirements, and North Wind Group policies.
- Act as a visible role model for ethical conduct, safety, quality, and regulatory compliance in all interactions.
ADDITIONAL DUTIES AND RESPONSIBILITES:
- Represent North Wind Group at Federal agency events, industry days, conferences, and partner meetings.
- Support strategic partnership development with prime contractors, joint venture partners, and specialty subcontractors.
- Provide input to corporate strategy related to Federal engineering, environmental, and infrastructure markets.
MINIMUM QUALIFICATIONS: Education and Experience:
- Bachelor's degree in Engineering, Environmental Science, or a related technical discipline.
- Minimum of 20 years of progressive experience supporting Federal engineering, environmental, or infrastructure programs, including senior-level client engagement.
- Proven background in leadership, client relationship management, and growth enablement for Federal services.
Skills and Abilities:
- Exceptional interpersonal, communication, and client engagement skills with the ability to operate credibly at senior executive levels.
- Strong understanding of Federal acquisition processes, contract vehicles, and program execution.
- Ability to manage complex priorities, influence outcomes, and drive strategic alignment across multiple stakeholders.
- Strong analytical and strategic thinking capabilities with attention to detail.
- Proficiency with Microsoft Office / Office 365 tools.
Special Requirements:
- Ability and willingness to travel as required to support Federal customers and industry engagements.
