Job Description

We have an opening for Deputy Principal Associate Director (DPAD) for Science and Technology (S&T) who will serve as a senior advisor to the Principal Associate Director (PAD), Principal Deputy PAD, and Program Directors on the major science and technology issues and initiatives related to the NIF&PS Directorate. You will be responsible for working with the NIF&PS senior managers, other Laboratory programs, the discipline directorates, and the institution to formulate a long-term vision and strategy for S&T development within NIF&PS. The DPAD for S&T will also have a programmatic role within the NIF&PS Directorate.This position is in the National Ignition Facility and Photon Science (NIF&PS) Principal Associate Directorate.

You will

  • Represent the PAD as the advocate and point-of-contact on task efforts pertaining to major science and technology to both internal and external agencies.
  • Lead development of Directorate strategic goals to achieve LLNL objectives in S&T.
  • Lead the technical leaders/managers toward implementing, building, and monitoring the Directorate's strategic S&T initiatives for the Laboratory's mission and long-range strategies.
  • Set long-range technical strategies and mechanisms to ensure high-level visibility of science and scientists within the external (universities, national laboratories and industry) scientific community.
  • Lead the process for proposing, building, and down-selecting the LDRD portfolio in collaboration with the Laboratory Research and Development office.
  • Set strategic direction and course of action, pertaining to activities and programs to ensure consistency and attainment of Laboratory mission deliverables.
  • Formulate, develop, and implement new ideas to coordinate and improve investments across all funding mechanisms in order to help establish new strategic ideas for NIF&PS and the Laboratory.
  • Plan, organize, and run budgets, schedules, and performance standards to meet Laboratory and DOE requirements.
  • Develop and coordinate strategies for recruitment and retention of world-class scientists and engineers in conjunction with leadership and the management of the Physical and Life Sciences, Engineering, and Computing Directorates.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active DOE Q clearance with active Sensitive Compartmented Information (SCI) access.
  • Ph.D. in science, engineering or related technical field or equivalent combination of education and related experience.
  • Extensive experience developing and managing budgets, and managing and directing a large, multidisciplinary team of people at all levels in a research and development environment.
  • Extensive experience building and leading multidisciplinary teams to achieve programmatic and institutional S&T goals. Proven ability to influence change.
  • Significant experience performing management responsibilities in a dynamic technical environment and strategic and technical analysis.
  • Substantial line management and technical leadership experience with demonstrated supervisory and team building skill sets with experience leading or supervising a moderate sized organization.
  • Expert verbal and written communication skills necessary to effectively lead, present, explain technical knowledge, advise, convey, and influence senior management, government agencies, and sponsors.
  • Significant experience maintaining effective working relationships with a broad cross-section of management, technical, and administrative personnel.
  • Demonstrated ability to collaborate effectively at high levels within internal and external organizations and constituencies, as well as maintain effective working relationships.
  • Significant experience in strategic and technical analysis.

Qualifications We Desire

  • Extensive technical understanding and knowledge of programs related to NIF&PS.
  • Experience in programs, as well as familiarity with relevant Institutional, University of California, and DOE requirements.

Pay Range

$406,380 - $517,944 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret Clearance.
