Job Requirements

As a Program Manager, you will be accountable for managing, influencing, and facilitating high-quality deliverables of assigned programs within a Component or Independent Agency. This role encompasses the management of one or more programs and their projects. It requires expertise in program management, stakeholder engagement, and the ability to drive cross-functional teams to meet the organization's business objectives. The individual will also identify and mitigate risks, secure stakeholder buy-in, and report program progress to senior leadership.

Customer and Fearless Impact:

A successful Program Manager will independently operate at an advanced level, provide practical ideas and support, and break down complex concepts. The Program Manager will support Fearless' customers and organizational goals by:

  • Achieving long-term customer retention and expanding account opportunities by effectively managing client relationships.
  • Ensuring projects are delivered on time, within budget, and in compliance with federal regulations, contributing to exceeding overall client satisfaction and program success.
  • Enhancing team performance and operational efficiency, leading to measurable improvements in program outcomes, cost management, and resource allocation.
  • Increasing account growth by X%, reducing project costs by Y%, and ensuring X% of project milestones are achieved on schedule.
  • Ensure that Fearless positively impacts our customers' missions and the lives of the people they serve by consistently delivering world-class products and services on time and within budget.
  • Serve as the primary point of contact for all program activities, ensuring the cohesive execution of multiple projects under the program.
  • Present Fearless capabilities to potential customers in detail, highlighting how those capabilities could impact the potential customer to meet the previously identified requirements.

The Impact You Will Create:

This work supports a large-scale federal digital modernization effort focused on replacing a legacy system with a secure, user-centered, cloud-based platform. The team delivers modern digital services using Agile and DevSecOps practices, working closely with stakeholders to improve efficiency, transparency, and the overall user experience. The program emphasizes collaboration, continuous improvement, and building scalable solutions that can evolve with future needs.

Fearless is seeking a Program Manager who brings strong Agile and Scrum Master experience to lead delivery. This role is responsible for ensuring successful program outcomes while reinforcing Agile practices that promote collaboration, accountability, and continuous improvement. As Program Manager, this individual will oversee planning, execution, and stakeholder alignment to ensure successful delivery of program outcomes. They will coach and guide the team in Agile principles, foster continuous improvement, and ensure delivery practices align with Scrum and SAFe frameworks.

Your Responsibilities in This Role:

Strategic and Delivery Leadership
  • Cultivate strong, trusted relationships with key stakeholders, serving as a strategic advisor and business partner.
  • Lead the customer in adopting, adapting, developing, and growing innovative technical solutions that enhance the customer's system's ability to collect, validate, review, approve, post, and disseminate information efficiently.
  • Serve as the primary liaison between the Business Team, technical teams, and government stakeholders to ensure transparency, alignment, and collaboration.
  • Lead, teach, and mentor the Business Team to build their capabilities and prepare them for leadership roles.
  • Build consensus around requirements and priorities across multiple business and IT organizations with differing perspectives.
  • Gain stakeholder agreement on achievable implementation schedules and ensure adherence to delivery commitments.
  • Translate prioritized requirements into clear, detailed specifications usable by both human developers and AI code generators.
  • Act as the backup to the customer's Account Manager, stepping in to fulfill account management duties when required.

Agile Facilitation and Team Enablement

  • Lead Agile ceremonies, including daily stand-ups, sprint planning, retrospectives, reviews, and backlog refinement, in alignment with Scrum or SAFe frameworks.
  • Mentor team members on Agile principles and Fearless delivery practices; foster a culture of self-organization, accountability, and psychological safety.
  • Identify and remove impediments affecting team progress, coordinating resolution across teams and dependencies.
  • Collaborate with Product Owners, Delivery Managers, and government stakeholders to maintain alignment on goals, priorities, and outcomes.
  • Support Agile at scale (e.g., Scrum of Scrums, SAFe) and facilitate coordination across teams and programs.
  • Manage Agile tooling environments (e.g., Jira, Confluence, Miro) to ensure backlog integrity, effective sprint planning, and transparent documentation.
  • Track and report on Agile metrics (e.g., velocity, burndown, cycle time) to promote transparency and data-driven decision-making.
  • Incorporate user feedback into backlog refinement and planning to drive user-centered development and continuous improvement.
  • Ensure delivery practices comply with federal requirements, including FISMA, FedRAMP, and Section 508.
  • Promote continuous improvement of delivery workflows, Agile maturity, and Fearless methodologies such as "Start Green, Stay Green, Be Purple" and the Fearless Factory model

  • Government Procurement Rules, Regulations & Methods: Uses knowledge of contracting officers, acquisition regulations, procurement levels, and government contracting methods-including contract types, IDIQ, GSA schedules, socio-economic categories, and teaming agreements-to identify opportunities and secure funding that align with the organization's strategic priorities, ensuring successful outcomes for both the organization and its customers.
  • Evaluating Business Challenges: Partners with stakeholders to understand current and future challenges, and identify needs and opportunities for improvement. Informs stakeholders about current and future threats and liabilities that jeopardize successful outcomes. Advises stakeholders through collaboration and recommends solutions to ensure attainment of business outcomes and support the organization's strategic direction and long-term goals.
  • Advising on Solutions: Provides guidance to other professionals, managers, and business unit teams on the implementation of related solutions.   • Complex Solution & Definition Positioning: Translates business requirements into technical solution requirements, coordinating technical expertise, sizing, scoping and defining delivery and deployment approach timelines, identifying required resources, coordinating demonstrations of proof of concept supporting internal deal acceptance.

Additional Qualifications and Project-Specific Needs:
  • Ability to obtain and maintain a Public Trust clearance.
  • Minimum of 7 years of experience as a Program Manager, Scrum Master, Agile Coach, or equivalent role , including experience managing government contracts, and at least 3 years managing an effort of similar scope
  • Bachelor's degree or higher.
  • Demonstrated strong background in Agile and Scrum methodologies, with a proven ability to lead multidisciplinary teams and deliver innovative, human-centered digital solutions in partnership with federal customers.
  • Demonstrated experience leading Agile teams in federal digital service delivery, preferably within SEC or similar compliance-driven environments.
  • Deep knowledge of Agile frameworks (Scrum, Kanban, SAFe).
  • Proven ability to translate business requirements into actionable user stories and technical deliverables.
  • Strong facilitation, communication, and conflict resolution skills.
  • Proficiency in Agile collaboration tools (Jira, Confluence, Miro, GitHub).
  • Experience in DevSecOps environments, incremental delivery, and user feedback integration.
  • Working knowledge of human-centered design principles.
  • Familiarity with Executive Order 14058, OMB A-11 Section 280, and digital.gov Agile guidance is a plus
  • Experience in CI/CD integration and DevSecOps delivery models is a plus
  • Product Delivery certification or equivalent work experience (e.g. Certified Scrum Master (CSM), Professional Scrum Master (PSM), or SAFe Scrum Master (SSM) is preferred.
  • Experience with government procurement processes, contracts, and compliance regulations (e.g., FAR/DFAR) is a plus.
  • Understanding of cybersecurity and data privacy regulations in federal contracts.
  • PMP or similar project management certification preferred.
  • Other relevant certifications (e.g., Lean Six Sigma, Agile, ITIL) are highly desirable.
  • Proven track record of managing large, complex programs with multiple work streams and budgets.

Physical Requirements:

  • Ability to sit for extended periods while working on a computer or during meetings.
  • Must be able to travel occasionally to client sites or company meetings.
  • Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
  • Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

Minimum Salary: $128,453

Salary Midpoint: $170,200

Maximum Salary: $211,947

Hiring Range for Role: $128,453 - $170,000

*This position is eligible for a discretionary bonus based on individual and company performance criteria.
