Posting Summary
Rutgers, The State University of New Jersey, is seeking an Associate Vice Chancellor ( AVC) for Strategic Initiatives for the Budget Office. The AVC for Strategic Initiatives is an inaugural position that reports to and serves as the principal aide to the Senior Vice Chancellor for Finance and Administration, Chief Business Officer ( SVC/ CBO) of Rutgers-New Brunswick. They are responsible for coordinating and advancing the work of the Office of the SVC/ CBO. The AVC plays a pivotal role in supporting the SVC/CBO's administrative and strategic responsibilities.
Among the key duties of this position are the following:

  • Serves as an advisor, facilitator, and liaison between the Office of the Chancellor and various internal and external stakeholders.
  • Works closely with the SVC/CBO and collaboratively with members of the New Brunswick campus leaders, with responsibility for a broad spectrum of administrative and operational functions, including special projects, internal communications, strategic priorities, organizational change management, and mission-critical endeavors.
  • Ensures the operational efficiency of these areas of responsibility, requiring exceptional leadership, project management, organization, and communication skills. The Strategic Initiatives and Campus Policies role is a high-impact leadership position at Rutgers-New Brunswick charged with translating vision into campus-wide strategies, policies, and operational frameworks.
  • Integrates principles of shared governance with strategic planning, system, organizational integration, and policy development, while also encompassing aspects of strategic human resources and project management. This position is not a formal HR role but will interface with HR and other administrative functions to support the campus structural and strategic evolution.
  • Executes the SVC/CBO operational strategies that may touch the areas of New Brunswick campus-data strategy, project management of campus-wide human resource projects, information technology projects, and space and facilities planning.
  • Coordinates the activities of units to ensure alignment to SVC/CBO initiatives and serve as a strategic partner in workforce planning and organizational design.
  • Evaluates staffing patterns, identifying redundancies, and recommending structures that promote efficiency, equity, and cross-unit collaboration in partnership with University Human Resources.
  • Develops opportunities for collaboration with an eye toward reducing redundancies and filling gaps.
  • Works closely with the Chancellor's team to identify and review data and technology needs.
  • Participates in strategic planning processes and implementation initiatives, coordinate staff efforts, and manage and track progress toward stipulated goals.

Minimum Education and Experience

  • A bachelor's degree, graduate degree preferred, or an equivalent combination of education and/or experience.
  • Seven years of progressively responsible administrative work experience, preferably in a university setting.

  • The position must understand the core and future requirements needed for RU-NB to be successful in achieving its strategic goals and mission and understand New Brunswick-wide budgetary implications for new projects.
  • Project Management skills: Coordinate timeline, gather and document requirements, resource time management, and manage project financial resources
  • An understanding of the internal/external engagement and administrative needs of a complex matrix organization.
  • Ability to make administrative/procedural decisions and judgments independently.
  • Ability to work effectively with a wide range of individuals and diverse constituencies, handle highly confidential information, and complete multiple complex tasks simultaneously in a fast-paced environment.
  • Demonstrated understanding and knowledge of the principles and practices of management and the administration of applicable laws, rules, regulations, codes, and statutes relating to higher education.
  • Ability to gather data, compile information, and prepare aesthetic, comprehensive, and informative reports.
  • Excellent verbal, electronic, and written communication skills.
  • Impeccable interpersonal skills, and the ability to work strategically and collaboratively across departments and divisions are essential.
  • Ability to foster cross-divisional, cross-disciplinary partnerships and initiatives with an intention and focus on relationships, policies, and processes.
  • Demonstrated experience in workforce planning, organizational effectiveness, or strategic HR partnership.
  • Ability to analyze staffing structures, evaluate functional redundancies, and recommend actionable solutions that enhance operational cohesion.

Preferred Qualifications

  • Master's degree with experience in change management.
  • Familiarity with HR systems, labor relations, and hiring protocols in a unionized higher education setting.
