Civil Service Title- Civil Engineer III

* IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OR BE REACHABLE ON THE CIVIL SERVICE LIST.

Under supervision, serves as Senior Civil Engineer in the Field Operations Unit (FOU), QA in the Bureau of Engineering Review & Support, Division of Bridges. Oversees all construction activities in the field, including structural steel and precast concrete units erection, pile driving and drilled shaft foundation, reinforcing bars installation for concrete structures, conventional and tremie concrete placement, etc. Reviews project documentations, including design drawings, shop drawings, standard and special specifications, submittals, RFIs related to the contractor's operations, concrete and asphalt placement procedures, etc. Possesses knowledge of NYSDOT Bridge Manual, NYSDOT Standard Specifications, NYSDOT MURK requirements, NYSDOT Material Methods and Material Procedures, ACI codes and ASHTO requirements, NYCDOT Specifications, etc. Reviews and recommends the approval of the contractor's means and methods, including proposed machinery and equipment, to ensure high quality of the final products. Proactively participates in engineering meetings with Designer/CSS, REI Consultants, Contractors, and City Agencies. Evaluates REI Team performance, the contractor's workmanship, and testing agencies compliance with respect to project requirements. Coordinates the work of other Project Engineers of FOU-QA as a team leader. Provides assistance and guidance to REI staff. Performs other related duties as needed.

Preferred Skills
The candidate must have the ability to communicate effectively in both verbal and written. Knowledge of current civil engineering design and construction practices related to bridge rehabilitation and construction. Candidates must possess knowledge of the NYSDOT Bridge Manual, MURK requirements, AASHTO LRFD Bridge Design Specifications, NYSDOT Standard Specifications, NYSDOT Steel Construction Manual, and Comprehensive Pavement Design Manual. The ideal candidate will have at least two years of experience as a Field Engineer, Project Manager, or Team Leader on a large bridge reconstruction project. A thorough knowledge of engineering principles and the ability to identify field issues and propose timely technical solutions is required.
To be appointed to a Civil Engineering position in Bridges, a candidate must have a minimum of six years of experience in bridge design and construction. Valid and current registration as a Professional Engineer in the state of New York must be provided upon appointment and maintained throughout the duration of employment.

CIVIL ENGINEER - 20215

Minimum Qualifications

(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
(2) A valid New York State Professional Engineer's License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in "1" above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
