Harkcon, Inc. is pursuing a contract supporting the Department of Veterans Affairs (VA), Office of Information and Technology Compliance, Risk and Remediation. Should Harkcon be awarded the contract, our team will process Freedom of Information Act (FOIA) requests received by the VA.

This position is contingent upon Harkcon being awarded the work. We are interviewing and sending contingent offer letters to the most qualified applicants in a number of labor categories.

In this role, you will:

Perform mid level FOIA processing with minimal supervision. Review and interpret requests, determine tasking and search requirements, validate searches, apply exemptions, prepare releasable records, and draft response content that meets statutory and VA requirements.

Primary responsibilities:

  • Analyze and interpret FOIA requests to determine appropriate tasking, search strategy, and processing path.
  • Conduct or validate searches for responsive records and document search actions and results.
  • Apply FOIA exemptions and perform accurate redactions using redaction software.
  • Prepare releasable records packages and draft responses and summaries for Government review.
  • Support junior staff through technical guidance and consistency checks to improve overall quality.
  • Maintain clear case documentation in eFOIA to support transparency, metrics, and handoffs.
  • Identify issues early such as missing records, unclear scope, or sensitivity concerns and elevate per procedures.

Required qualifications:

  • Meets or exceeds all Junior FOIA Contractor knowledge, skills, and abilities.
  • Ability to apply FOIA exemptions accurately and consistently.
  • Strong written and verbal communication skills with the ability to draft clear, professional responses.
  • Proficiency with word processing, spreadsheet, presentation, and database tools.
  • Ability to conduct effective internet and records research to support FOIA search and review activities.
  • 4+ years of professional or analytical experience
  • 2+ years of FOIA request processing within the last 36 months.
  • Comprehensive knowledge of FOIA exemptions, request types, timelines, and fee categories.
  • Ability to analyze and interpret FOIA requests and determine tasking and search requirements.
  • Skilled in conducting or validating searches for responsive records.
  • Proficient in using redaction software accurately and documenting exemption decisions.
  • Strong written communication skills for drafting responses and summaries.
  • Associate degree preferred, with FOIA related training preferred. Additional FOIA experience may substitute for formal FOIA training or degree requirements.

Location:

  • VA Central Office, 811 Vermont Ave, NW Washington, DC 20420 with remote work authorized (subject to gov't discretion)
