Overview

Transmission Project Development (TPD), within Capital Infrastructure Delivery, is seeking an experienced attorney to support major clean energy and transmission initiatives across Con Edison's service territory. This role advances large scale infrastructure efforts, including interconnection of renewable resourcesoffshore wind, solar, hydroelectric, and battery storageand the development of new transmission facilities needed to meet state and federal policy goals.The Project Specialist is responsible for negotiating, drafting, and developing a wide range of legal, regulatory, commercial, and real estate agreements required for interconnection, permitting, rights of way, and multi-party transmission project delivery. The role involves significant collaboration across internal organizationsincluding Law, Real Estate, SSO, S&TO, CENG, EH&S, Construction, and Facilitiesas well as engagement with regulators, developers, contractors, and other transmission owners. The role requires the ability to work well under pressure and handle multiple assignments with changing priorities, all while meeting stringent regulatory deadlines. The ideal candidate has experience with FERC jurisdictional processes, NYISO interconnection procedures, or New York State permitting frameworks (Article VII, SEQRA, environmental permitting). Strong leadership, oral and written communication skills, and the ability to manage complex negotiations are essential.

Responsibilities

Core Responsibilities
  • Oversee and guide a team responsible for developing, negotiating, and executing legal, regulatory, commercial, and real estate agreements, ensuring work quality, consistency, and timely delivery supporting clean energy and transmission projects.
  • Draft, negotiate, and manage contracts including interconnection agreements, property and easement documents, engineering and construction agreements, and regulatory filings.
  • Perform risk analysis of contractual documents and recommend mitigation strategies.
  • Oversee contract administration, including vendor coordination, document tracking, metrics reporting, and compliance obligations.
  • Support federal interconnection processes (FERC, NYISO queue procedures) and state permitting processes for new generation and transmission.
  • Monitor relevant federal and state regulatory databases and filings.
  • Prepare advocacy positions, legal documents, and regulatory submissions on behalf of the Company.
  • Provide legal and regulatory guidance to management and prepare professional communications for varied internal and external audiences.
  • Coordinate with engineering and technical teams to integrate legal and regulatory requirements into design and construction activities.
  • Maintain strong communication channels with internal and external stakeholders to ensure timely dissemination of project information.
  • Ensure compliance with legal, regulatory, environmental, and project commitments across the project lifecycle.

Qualifications

Required Education/Experience
  • Juris Doctorate and admission in good standing in at least one U.S. jurisdiction. or
  • Bachelor's Degree and a minimum of 5 years of direct experience negotiating and drafting complex contracts or agreements.
Preferred Education/Experience
  • Juris Doctorate and 5 years of experience in negotiating and drafting agreements.
Relevant Work Experience
  • Strong leadership, organizational, and project management skills,
  • required.
  • Ability to summarize and articulate complex contractual and regulatory concepts, required.
  • Excellent oral and written communication skills required.
  • Proficiency in Microsoft Office Suite and collaborative tools (SharePoint), required.
  • Ability to handle multiple projects with competing deadlines in a fast-paced environment, required.
  • Ability to handle internal and external customers professionally with tact and sensitivity.
  • Ability to manage highly confidential or sensitive information, required.
  • Familiarity with regulatory and court databases; strong legal research skills, required.
  • Ability to provide a writing sample demonstrating legal research and analytical ability, required.
  • Coordinate with engineering and technical teams to integrate legal and regulatory requirements into design and construction activities required.
  • Familiar with non-traditional project delivery methods such as Design Build or EPC, preferred.
  • Familiar with transactional and real estate legal requirements as they pertain to federal interconnection projects and building new transmission, preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be willing and able to work in the field and office environment.
  • Must be willing and able to wear the required PPE as needed.
