| Primary Purpose of Organizational Unit |
The primary purpose of Chilled Water Systems is to produce and distribute chilled water to the various buildings on the University campus, as it is critical to the operations of the University for comfort cooling, process cooling, and dehumidification. Chilled Water Systems (
CWS) is a department within Energy Services which is part of the Facilities Services Division. |
| Position Summary |
A SIGN-ON BONUS OF $7,500 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN TWELVE (12) MONTHS OF HIRE: $3,750 WITHIN 30 DAYS OF HIRE DATE & $3,750 12-MONTHS AFTER HIRE DATE.
The Instrumentation & Controls (I&C), Programming, and Operations Superintendent serves as a member of the Chilled Water Systems Management Team and is the subject matter expert for instrumentation, controls, automation,
SCADA programming, and system operations across four central campus chiller plants and ten standalone locations serving 150+ buildings. This leadership role oversees daily operations, monitoring, alarming, and optimization of the chilled water system using VTScada/Citect, and supervises I&C technicians, Operators, and Programmers (X
FTE direct reports and X indirect reports).
Key responsibilities include supervision, performance management, operations oversight, controls programming and change management, instrumentation calibration and maintenance, water-side/air-side optimization in coordination with plant production and distribution teams, budget planning, regulatory compliance, contractor oversight, and customer service. The Superintendent ensures safe, reliable, and efficient system performance while advancing automation and data integrity to support campus comfort cooling, process cooling, and dehumidification needs.

| Minimum Education and Experience Requirements |
Graduation from high school or equivalency and four (4) years' experience in applicable Utility operations/maintenance, including three (3) years of supervisory experience to include formal performance management experience; or an equivalent combination of experience, training, and education. |
| Required Qualifications, Competencies, and Experience |
* Mechanical, Electrical, or Control Systems Engineering, or equivalent on-the-job experience and training.
* 5-8 years of experience in chilled water systems,
HVAC, or industrial plant operations.
* Expertise in instrumentation, controls, and automation programming (
PLC,
SCADA,
BAS).
* Strong leadership and supervisory experience with formal performance management.
* Excellent problem-solving, communication, and organizational skills.
* Commitment to sustainability and energy efficiency. |
| Preferred Qualifications, Competencies, and Experience |
* Experience in large-scale campus or district energy systems.
* Familiarity with Citect, VTScada, or similar automation platforms.
* Knowledge of chilled water distribution, pumping systems, thermal energy storage tanks, and free-cooling heat exchangers.
* Familiarity with computerized maintenance management systems (
CMMS), preferably
MAXIMO. |
| Special Physical/Mental Requirements |
This position is responsible for supporting continuous operation of the chilled water system (24/7-365 days including nights, weekends, and holidays). The position is Severe Weather Essential and Communicable Disease/Public Health Emergency Duty Mandatory; the employee must report to work during adverse weather, other university emergencies, and public health emergencies.
Environmental conditions vary from climate-controlled spaces to dusty, hot, humid, and cold environments, including mechanical rooms, chiller plants, cooling towers, control rooms, server rooms, and rooftops. This position may be required to enter confined spaces or hazardous environments (e.g., chilled water/steam tunnels and manholes) with temperatures that can exceed 130 F, using appropriate
PPE per established procedures.
* Evening and night work occasionally; weekend work occasionally.
* Exposure to hazardous materials and conditions; respirator use as required.
* Valid NC Driver's License.
* Ability to use ladders/stairs, lift/move 50+ pounds, wear a self-contained breathing apparatus, work on knees or with hands overhead for extended periods.
* Ability to estimate the amount and value of needed repairs and to requisition items not in stock and/or bid as necessary. |

**ELIGIBILITY FOR SIGN-ON BONUS
The selected candidate for this position may be eligible for a sign-on bonus. Qualified applicants must apply and be selected from the candidate pool of this posting and meet the State policy following requirements:
To be eligible for a Sign-on bonus, an individual must not have worked in a probationary, permanent, or time-limited appointment in the last 12 months as an employee in North Carolina state government, including but not limited to the judicial system, state executive branch agencies, and the university system in a position subject to the State Human Resources Act.
A newly hired permanent full time or permanent part-time (more than 20 hours a week) employee are eligible for a sign-on bonus (this will be prorated for employees working more than 20 hours and less than 40 hours per week).
