The Health Center Administrator is responsible for directing, coordinating, and overseeing administrative and clinical support functions for the Department of Medicine's correctional health operations and offsite clinic support services. This role provides comprehensive leadership to Medical Assistants who facilitate onsite and telemedicine clinical services in partnership with the Illinois Department of Corrections (IDOC).

The Administrator manages staffing, scheduling, workflow coordination, and daily operational oversight of personnel deployed to IDOC facilities and UIC outpatient sites. This position serves as the central liaison between UIC, IDOC facilities, and clinical providers to ensure timely patient access, operational continuity, and adherence to clinical and administrative standards.

Duties & Responsibilities:

Leadership, Supervision & Staffing
  • Direct, supervise, and evaluate Medical Assistants (Credentialed/Certified), Medical Assistants, and the Administrative Aide supporting IDOC and UIC offsite operations.
  • Oversee staffing assignments for all correctional-site MAs, ensuring adequate coverage for onsite visits and telemedicine sessions.
  • Manage MA float assignments to UIC offsite clinics, ensuring equitable deployment and continuity of care.
  • Conduct performance evaluations, discipline, onboarding, and ongoing training consistent with departmental policies.
  • Establish in-service training programs to support MA competency, phone triage expectations, IDOC workflows, and clinical support procedures.

Clinical Operations & IDOC Coordination
  • Serve as the primary operational liaison between UIC and IDOC sites for patient scheduling, provider coordination, and operational issue resolution.
  • Coordinate patient appointment schedules for onsite clinical visits and telemedicine sessions with physicians and APRNs.
  • Ensure secure, timely, and accurate communication of schedules, rosters, and staffing confirmations to IDOC personnel.
  • Troubleshoot access or operational barriers that affect patient visits, remote provider access, or MA deployment.
  • Maintain knowledge of IDOC procedures and ensure compliance with correctional system requirements.

Administrative & Systems Oversight
  • Assist in the preparation of operational plans, budgets, supply needs, and equipment recommendations for correctional health operations.
  • Evaluate and implement systems and procedures to enhance efficiency, accuracy, and patient flow within IDOC and UIC offsite clinics.
  • Monitor and report operational performance metrics (scheduling volume, completion rates, MA deployment, provider utilization).
  • Support policy and protocol development in collaboration with clinical leadership.

Communication, Stakeholder Management & Compliance
  • Serve as the central communication conduit between academic providers, civil service medical personnel, IDOC leadership, and UIC program stakeholders.
  • Promote positive working relationships and foster a service-oriented environment across all operational touchpoints.
  • Ensure compliance with UIC and IDOC policies, documentation standards, and safety protocols.


Minimum Qualifications Required:

  1. Any one or combination totaling three (3) years (36 months) from the categories below:
    1. College coursework in business administration, hospital administration, nursing, or a closely related field as measured by the following conversion table or its proportional equivalent:
      • 30 semester hours equals one (1) year (12 months)
      • Associate's Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
      • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
    2. Work experience in a health care field that included one (1) year (12 months) of supervisory experience.
  2. One (1) year (12 months) of work experience as an assistant administrator in a health care facility.
Preferred Qualifications:
  • Experience supporting correctional health, telemedicine workflows, or secure facility clinical operations.
  • Experience supervising Medical Assistants or clinical support personnel.
  • Experience with Epic or other EHR systems.
  • Experience coordinating multi-site or multi-provider schedules.
  • Demonstrated ability to work with diverse patient populations and operational partners.
