Loudoun County Government's Department of Mental Health, Substance Abuse and Developmental Services (MHSADS) is seeking an experienced and visionary senior leader to serve as the Assistant Director to oversee adult community-based and residential mental health and developmental services.

Job Summary

The successful applicant will be a proven behavioral healthcare leader with thorough working knowledge of community mental health operations that support the delivery of services in accordance with federal and state licensing and third-party payer regulations. This position requires a comprehensive understanding of Certified Community Behavioral Health Clinics (CCBHC), Virginia Medicaid Waiver Services, the provision of community-based group home services and operations, and the responsibilities of a Virginia Community Services Board. The ideal candidate will have demonstrated experience leading behavioral healthcare programming and be an accomplished change agent. Strong analytical, public administration, and speaking skills are required.
Key responsibilities of the position include:
- Serve as a credible expert and trusted advisor who offers sound advice and guidance to the Department Director, Department staff, County Administration, the Board of Supervisors and other internal and external stakeholders on a variety of matters within the assigned area(s) of responsibility.
- Provide strategic and operational leadership for community-based and residential services.
- Ensure compliance with Virginia Department of Behavioral Health and Developmental Services (DBHDS) regulations, licensing standards, performance contract, state and federal requirements, including Medicaid funded services.
- Lead implementation of recovery-oriented, person-centered, trauma-informed and evidence-based practices aligned with Substance Abuse and Mental Health Services Administration (SAMHSA) and DBHDS priorities.
- Collaborate with DBHDS, regional partners, hospitals, law enforcement, courts and community providers to support crisis response, diversion and continuity of care.
- Manage program budgets with funding from multiple sources and ensure fiscal stewardship.
- Supervise and mentor senior managers and multidisciplinary teams; promote workforce development, retention and staff wellness.
- Use data, quality indicators and outcomes to guide service planning and system improvements.
- Support service system transformation initiatives including System Transformation Excellence and Performance - Virginia (STEP-VA), CCBHC components and developmental disability waivers.
- Represent MHSADS in state, regional and community forums related to behavioral health and developmental disability services.
- Articulate technical concepts in a non-technical manner to varied audiences.
- Translate the strategic vision into actionable plans to advance the mission, vision, and values of Loudoun County Government and MHSADS operations.
- Strong interpersonal skills, and the ability to mentor staff and effectively work with and develop positive relationships with various stakeholders.
Hiring salary is commensurate with experience.

Minimum Qualifications
-
Requires any combination of education and experience equivalent to a Master's Degree in a Health and Human Services related field; five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting, or equivalent combination of education and experience.
Preferred Qualifications:
- Demonstrated experience with public-sector human services systems.
- Proven ability to manage complex budgets, contracts, and multidisciplinary teams.
- Experience with STEP-VA, CCHBC and developmental disability waiver services.
- Experience in behavioral health transformation initiatives.
- Prior leadership experience within a local government or Community Services Board governance structure.
- Experience serving diverse populations and addressing social determinants of health.
- Thorough knowledge of DBHDS regulations pertaining to group home, case management and care coordination services.
- Bilingual (Spanish-English) and multi-lingual candidates strongly encouraged to apply.
