WORK ASSIGNMENT DETAILS

The Waukesha County Human Resource Division is seeking a detail-oriented, experienced Senior Human Resources Analyst - Leave/Accommodations Specialist (may underfill as Human Resources Analyst) to collaborate with our talented and engaged HR team. This position is designed for professionals specializing in leave and accommodations administration and program development.

The primary focus of this role is to oversee and administer leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and long-term disability plans.

The ideal candidate will have experience in the day-to-day management of all leave requests, the ability to manage and prioritize competing demands, excellent verbal and written communication skills, and a strong attention to detail. A demonstrated commitment to providing exceptional customer service to County employees is essential. Experience with ERP systems, particularly Workday, is highly desirable.

Role Overview

  • Provide day-to-day management of all leave requests, including but not limited to medical leaves, fitness-for-duty evaluations, FMLA, PWFA, military leave, personal leaves, and ADA accommodations.
  • Provide technical expertise and guidance related to federal, state, and local leave laws, including the PUMP Act, ADA, USERRA, and other applicable regulations.
  • Maintain strict confidentiality of employee medical documentation and related files.
  • Oversee the return-to-work process for employees returning from leave.
  • Collaborate with the Worker's Compensation Specialist to support return-to-work coordination and provide backup support as needed.
  • Partner with the Payroll Department to ensure accurate compensation during approved leaves and administer time-off programs in accordance with internal policies and applicable laws.
  • Review, update, develop, and implement leave and return-to-work policies and procedures to ensure compliance with federal, state, and local laws.
  • Research, develop, coordinate, and conduct training for employees, supervisors, managers, and department heads.
  • Refine leave and accommodations business processes while optimizing ERP system capabilities.
  • Assist with the completion of benefit surveys: perform benefit studies, analyze data, and make recommendations based on market trends, internal equity, and other variables.
  • Complete annual ACA reporting and compliance initiatives.
  • Provide benefit and leave reports for internal stakeholders.
  • Prepare quarterly regrettable turnover reports for various departments.
  • Establish and maintain effective working relationships with employees, departments, and the public.

Senior Human Resources Analyst Minimum Training & Experience Requirements
1. Graduation from a recognized college or university with a bachelor's degree in human resources management, labor or industrial relations, business or public administration, social sciences, or a closely related field.

2. Two (2) years of professional work experience in human resources administration including employment, wage and salary administration, labor relations, training, employee learning and development, organizational development, or a closely related field, preferably in the public sector.

3. Master's degree from a recognized college or university in an area listed above may be substituted for one (1) year of the work experience requirement.

Human Resources Analyst Minimum Training & Experience Requirements:

1. Graduation from a recognized college or university with a major in human resources management, labor or industrial relations, business or public administration, or a directly related field. -OR- Graduation from a recognized college or university with a major in the social sciences and course work in human resources management plus one year of experience in human resources administration.

Preferred Qualifications

  • Three (3) to five (5) years of human resources or benefits experience.
  • Strong technical skills and systems proficiency.
  • Previous HCM and benefits administration experience in Workday.
  • Analytical mindset with strong attention to detail and the ability to solve problems creatively.
  • Strong focus on quality and customer service.
  • Ability to work both independently and collaboratively within a team environment.
  • Effective communication and presentation skills.
