The State Highway Administration's (SHA) District 3, Maintenance (Prince Georges and Montgomery Counties) is currently recruiting for a District Operations Engineer (Transportation Engineering Manager I) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This is a managerial, administrative, and supervisory position that functions as the District Maintenance Contract Manager. The District Operations Engineer manages the district's Transportation Engineering Maintenance Contract Program and monitors the overall district maintenance operations budget. It requires advanced knowledge in the development, procurement, and administration of more than $45 million in annual highway, bridge, and capital facility maintenance contracts.
The District Operations Engineer manages and coordinates the work assignments for approximately 6-person SHA inspection staff and an additional 4 consultant and contractor staff. It sets standards and provides quality assurance reviews for the inspection staff. The position also resolves personnel conflicts between team members and/or contractor personnel. It assists the Assistant District Engineer in developing policies and procedures for the district inspection staff. It coordinates resolutions to design and scheduling conflicts between various design divisions and contractors. The District Operations Engineer also manages numerous individual maintenance contracts. Additionally, it provides guidance and support to the various Project Engineers assigned to the District Maintenance Division.
This position serves as a direct assistant to the Assistant District Engineer for Maintenance and, in his absence, as a liaison between the District Engineer, Resident Maintenance Engineers, and other agencies. The District Operations Engineer is responsible for managing the District's Lighting Department in the day-to-day repair, maintenance, and rehabilitation. Lastly, managers in this position are required to exercise considerable independent judgment in developing and implementing timely resolutions to emergency situations, including major weather events, major roadway incidents, accidents, Homeland Security incidents, acts of terrorism, and concerns of elected officials and citizens.

Special Requirements:
Employees in this classification are considered essential and must be available twenty-four hours (24) a day, seven days a week, as may be required to maintain continuous operations of the shop, with a response time of less than one hour.
This position will be assigned a vehicle.
