The Process Safety Management (PSM) Engineering Manager is responsible for leading and strengthening the company's PSM program across the Benjamin Moore manufacturing network. This role is responsible for supporting Benjamin Moore's internal and external Latex Resin and Low Flash Production facilities, ensuring that all covered processes-including those involving hazardous chemicals, resins, and intermediates-operate safely, compliantly, and efficiently. The PSM Manager develops, implements, and audits PSM elements; partners closely with EHS, Quality, R&D, and Operations; and drives a culture of process safety excellence. This position provides continuous improvement, capital project, and process engineering leadership to our PSM facilities, while also serving as the subject matter expert and a critical link between Product Development R&D and Manufacturing for modifying existing resin formulas and launching new resin products.
Responsibilities
Lead, maintain, and continuously improve the OSHA PSM/EPA RMP program across manufacturing sites.
- Ensure full compliance with OSHA, EPA RMP, NFPA, and internal safety standards.
- Serve as the subject matter expert for all 14 PSM elements, providing training, coaching, and oversight.
- Lead and facilitate Root Cause Analysis (RCAs), Process Hazard Analyses (PHAs), including HAZOPs, What-If studies, and Layer of Protection Analyses (LOPAs).
- Oversee Management of Change (MOC) processes to ensure safe execution of process modifications, scale-ups, and equipment changes.
- Coordinate Pre-Startup Safety Reviews (PSSRs) to ensure safe commissioning of new or modified systems and verification of PSM/RMP compliance prior to startup.
- Partner with Operations, R&D, Quality, and Plant EHS teams to identify hazards, troubleshoot issues, and implement safe process designs.
- Maintain and update critical PSM/RMP documentation including P&IDs, SOPs, process flow diagrams, relief system design basis, OCA records, and engineering records.
- Develop and maintain Offsite Consequence Analyses (OCA), including worst-case and alternative release scenario modeling using recognized methodologies and tools.
- Lead and facilitate periodic RAGAGEP (Recognized and Generally Accepted Good Engineering Practices) reviews to ensure process designs, safeguards, and operating practices meet current industry standards.
- Lead the execution of capital projects and oversee process control within a liquid and chemical batch processing environment, ensuring the integration of safety requirements from concept through startup and adherence to PSM process boundaries.
- Establish and maintain emergency preparedness and response programs, including coordination and execution of emergency response drills and exercises with local emergency responders and ensuring public emergency notification procedures are defined, documented, and periodically tested.
- Conduct compliance audits, gap assessments, and incident investigations; drive corrective and preventive actions.
- Ensure timely completion of mechanical integrity inspections, testing, and preventive maintenance programs.
- Lead initiatives to reduce process safety incidents, enhance system reliability, and strengthen operational discipline.
- Promote a proactive safety culture through training, visibility on the floor, and robust engagement with frontline employees.
- Apply Lean/CI methodologies to streamline PSM/RMP processes and improve program effectiveness.
- Travel up to 25% to manufacturing sites.
Qualifications
- Bachelor's or Master's degree in Chemical Engineering or related engineering discipline
- 5+ years of experience in chemical, coatings, or related process industries; at least 2 years supporting or managing OSHA PSM and/or EPA RMP program
- Project Management experience, particularly in PSM or RMP-related capital and compliance initiatives
- Strong understanding of chemical manufacturing operations, process safety principles, offsite consequence analysis, and hazard-based risk management
- Demonstrated experience leading PHAs, MOCs, incident investigations, and release scenario modeling or consequence analysis
- Familiarity with RAGAGEP standards (e.g., API, ASME, NFPA) and their application in process industries
- Experience coordinating or participating in emergency response planning and drills with external agencies
- CI, CSP, ASP, or PSM/RMP-related certifications are a plus
- Continuous Improvement (CI) certification or Lean/Six Sigma certification is a plus.
- PMP or equivalent project management certification is a plus
- Experience with CMR 1 Chapter 60 - Category 4 Limited Process Safety Program is a plus
- Experience in Emulsion Polymerization chemistry is a plus
