DESCRIPTION OF WORK

In this position, you will collaborate closely with leadership, service providers, and key stakeholders to strengthen regulatory oversight, support program innovation, and promote best practices across a complex statewide service network. Through policy leadership, data-driven monitoring, and collaborative problem-solving, you will help ensure that individuals receiving services are provided with safe, high-quality supports while advancing the mission of the Office of Developmental Programs (ODP). Key responsibilities include supervising professional staff who review provider administrative and program operations, analyze system and documentation data, and develop compliance findings and enforcement recommendations. You will interpret statutes, waiver requirements, regulations, and departmental policies to ensure consistent statewide application across licensing, enrollment, qualification, and monitoring activities. Additionally, you will oversee provider enrollment, compliance, qualification, and requalification processes, including evaluating adherence to program participation standards and ongoing operational requirements. You will direct statewide oversight of participant-directed services and Electronic Visit Verification (EVV), including data analysis, compliance monitoring, and coordination of corrective or enforcement actions when necessary. In this role, you will lead the development and implementation of monitoring frameworks, tools, and data analysis strategies used to evaluate provider performance and strengthen regulatory accountability. You will also make and defend high-level regulatory and operational decisions and represent ODP in policy development initiatives, interagency collaboration, and administrative or legal proceedings.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Services Program Representative 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of professional experience developing, implementing, or evaluating a human service program, and a bachelor's degree; or
  • An equivalent combination of experience and training.
