Job Summary
The SME Oracle APEX Developer is responsible for designing, developing, and supporting enterprise-level Oracle applications, primarily using the Oracle APEX toolset. This role focuses on delivering secure, scalable, and dynamic web-based solutions that meet customer requirements. The ideal candidate is a self-starter with excellent communication skills, able to work with limited supervision, and capable of translating mission needs into actionable technical solutions. This position requires full-time on-site work in the Washington, DC metro area. Job Responsibilities
Support full lifecycle development of custom Oracle applications under the direction of the program manager.
Develop advanced solutions using Oracle APEX 21 and above.
Work with Oracle Integrated Development Environments (IDEs) such as Quest Toad and Oracle SQL Developer.
Design dynamic web content using JQuery, Ajax, JavaScript, CSS, and HTML.
Create and manage dynamic reports within Oracle APEX.
Support Oracle database objects, including tables, indexes, directories, sequences, and triggers.
Develop and maintain PL/SQL procedures, Java code, Windows PowerShell, and Unix shell scripts.
Manage storage, retrieval, and manipulation of unstructured data (BLOBs, CLOBs, JSON, XMLType) in an Oracle environment.
Integrate and manage BI Publisher templates and web services.
Analyze existing Oracle Forms applications and develop migration strategies to Oracle APEX.
Develop APIs and connections to external applications to automate business processes.
Build logical functions and algorithms to streamline enterprise workflows.
Maintain system documentation and support operational troubleshooting.
Collaborate with customers to understand requirements, provide status updates, and ensure timely delivery.
Follow Agile development practices and contribute to team-based project execution.
Job Requirements and Experience
Bachelor's degree with 12-15 years of relevant experience, Master's with 10-13 years, or Doctorate in technical domain; additional experience may substitute for degree.
U.S. Citizen able to obtain and maintain a public trust security clearance.
Proven experience in secure network programming in Oracle environments, including HTTPS callouts and security certificates.
Strong expertise in Oracle APEX, Oracle SQL Developer, and Quest Toad.
Proficiency with JQuery, Ajax, JavaScript, CSS, HTML, PL/SQL, Java, Windows PowerShell, and Unix shell scripting.
Experience working with Oracle database products (version 11+) and managing unstructured data (BLOBs, CLOBs, JSON, XMLType).
Experience with full lifecycle Oracle application development, including migrations from Oracle Forms.
Ability to write and maintain system documentation and follow Agile development practices.
Strong teamwork, communication, and customer interface skills.
Experience with data migration tools and techniques, establishing goals, and meeting project plan objectives.
