Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $119,400 to $175,100/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $119,400 to $230,800/year.

Learn more about the benefits of working at UC Brief Summary of Job Duties: The Manager of General Accounting is responsible for the management of the accounting procedures, systems, and human resources required for the production of accurate, and comprehensive statements of operations and net position of the University of California at Santa Barbara. The University of California, Santa Barbara is an enterprise with expenditures in excess of $1 Billion annually and assets totaling $2 Billion. The reliability and quality of the financial information presented in these statements is essential to the management and resource allocation decisions of an extraordinarily broad clientele of stakeholders, ranging from the State of California, the Regents of the University of California, The University Office of the President, the campus Senior Officers and Academic Senate, as well as program managers in numerous campus departments. The integrity and reliability of the information contained in the financial statements plays a critical role in establishing the campus' borrowing capacity in the capital markets, its credit rating, and thereby its ability to expand its mission of providing advanced instruction, research and public service to the People of California. Job Functions and Percentages of Time:
- 65% General Accounting Leadership and Strategic Planning - Oversight responsibility of the General Accounting team, providing leadership and direction for the unit, in support of meaningful financial reporting and long-range strategic planning for the University, the Manager is responsible for the maintenance and ongoing improvement in the University's chart of accounts. Institutes quality control procedures to assure that all transactions are recorded consistently with this chart according to standards set by the Office of the President, the National Association of College and University Business Officers (NACUBO), and the Governmental Accounting Standards Board (GASB). Through an Assistant General Accounting Manager, establishes service standards, goals and objectives for the General Accounting Office that complements BFS objectives and campus service needs. Responsible for the strategic planning for the General Accounting Office; includes developing processes to capture and organize financial and workload information in order to anticipate future requirements for expansion, contraction, or changes in operation. Provides leadership and support in projects for new and changing department, campus, and/or system-wide initiatives related to financial service activities for the General Accounting Office. Projects are often unique, highly complex, and critical to the ability to streamline processes and reduce risk. Represents UCSB at system-wide meetings and at national conferences related to areas of responsibility; analyzes knowledge gained to propose strategies for the unit and campus. Serves in system- and campus-wide planning committees and task forces. Serves as a member of the BFS senior management team. Analyzes large-scale business practices, processes, and problems, up to and including the most complex. Leads cross-functional project teams responsible for providing guidance concerning the business implications of various system designs. Independently consults with users regarding business needs and how business systems can support those needs. Directs, analyzes, and prepares specifications for systems having critical, campus and system-wide impact. Directs, analyzes, approves, facilitates, documents, and implements business processes and procedural documentation changes. Directs, analyzes, and prepares recommended changes in processes and procedures having critical, campus/system-wide impact. Oversees support and training on new applications for areas of oversight.
- 20% Management and Coordination of Fiscal Close - The manager is responsible for the analysis and preparation of the following major transactions that are necessary to bring the University's financial reporting into alignment with standards prescribed by the Governmental Accounting Standards Board (GASB). Specific duties in this area include (but are not limited to): -Scholarship allowance credit -Fiscal Close Calendar -All Year Accruals -Closing leadership -Capital expense elimination -Compensated absence accruals -Issue Resolution Memos The Manager of General Accounting is responsible for coordinating all campus, and inter-campus transactions according to the fiscal closing timetable prescribed by the Office of the President. The manager works closely with the Office of the President as well as the Office of Budget & Planning, especially in regard to complex closing transactions and requirements concerning State General Funds. The Manager is responsible for preparation and accuracy of: -All financial reports, schedules, and exhibits -Statements of operations as required pursuant to bond indentures. -Review and approval of the Federal Department of Education's "Fiscal Operations Report and Application to Participate", as required of institutions participating in Federal Student Financial Aid programs. -Financial Indicators and Reports required by the University's Accreditation Agency, the Western Association of Schools and Colleges (WASC). The Manager is responsible for budgetary transactions at the close, which serve to re-appropriate under / (over) spent fund balances to pertinent departmental expense accounts.
- 15% Management/Oversight of Plant and Debt Accounting - The Manager oversees all aspects of Plant Funds Accounting, including but not limited to: -Semi-Annual Review of expenditures in Plant Expense accounts, for capitalization / write off review. -Oversight of the Capital Asset ledger, including all necessary coding for the administration of multiple depreciation schedules for a large number of capital assets, in adherence to GASB standards. -Oversight and review of all long-term debt transactions, as well as construction project funding draws from short term financing.
