The Fuel Risk & Incident Response Manager leads the company's response to critical fuel-related operational incidents, including spills, fuel contamination, and cold-weather fuel gelling events. This role serves as the lead investigator and primary coordinator for high-risk events, ensuring rapid response, effective containment, and mitigation of operational, financial, and reputational risk.

This position is the central point of accountability for fuel operational risk related to incident response, overseeing investigation, remediation, reporting, and prevention strategies. The role requires strong operational judgment, investigative expertise, and the ability to lead effectively in high-pressure situations. Travel may be required to investigate incidents and supervise remediation activities.

Responsibilities

Crisis & Incident Leadership

  • Serve as the lead investigator and incident commander for critical fuel-related operational events.
  • Direct and coordinate crisis response efforts to ensure rapid containment, resolution, and minimal operational disruption.
  • Coordinate cross-functional response efforts across internal teams, carriers, customers, and third-party response vendors.
  • Partner closely with insurance brokers, legal counsel, accounting, and risk management teams to manage liability, claims, and financial exposure.
  • Conduct site visits as necessary to assess incidents, determine root cause, and supervise cleanup or remediation activities.
  • Ensure timely and clear communication with key stakeholders throughout the lifecycle of an incident.

Incident Investigation & Resolution

  • Lead thorough investigations to determine root cause and contributing factors.
  • Gather and review incident documentation including response forms, operational reports, and field data.
  • Prepare post-incident summaries detailing root cause analysis, financial impact, and recommended preventive actions.
  • Coordinate with legal, accounting, and insurance partners to ensure documentation supports claims, liability review, and financial reconciliation.
  • Track and monitor incidents to ensure closure, documentation accuracy, and organizational learning.

Spill Response Coordination

  • Coordinate spill response activities including containment, remediation, and vendor management.
  • Maintain and update Spill Prevention, Control, and Countermeasure (SPCC) plans and facility-specific response procedures.
  • Ensure spill response equipment, supplies, and reporting systems are properly maintained and accessible across relevant facilities.

Regulatory & External Stakeholder Coordination

  • Serve as the primary liaison with regulatory agencies, local authorities, and environmental response partners when incident reporting or coordination is required.
  • Coordinate with insurance brokers, legal counsel, and finance teams to manage regulatory inquiries, liability considerations, claims processing, and incident-related financial impacts.
  • Ensure all required incident notifications and documentation are submitted in accordance with regulatory requirements.

Operational Risk Identification & Prevention

  • Conduct risk assessments to identify operational vulnerabilities within fuel handling, transportation, and delivery operations.
  • Analyze incident trends and operational data to identify recurring risks or process weaknesses.
  • Partner with operations and logistics teams to implement risk mitigation strategies and improve operational resilience.
  • Recommend procedural or operational improvements to strengthen the company's ability to prevent or rapidly respond to incidents.

Emergency Response Preparedness

  • Strengthen the organization's crisis response capability through planning, training, and preparedness initiatives.
  • Support development and execution of the company's crisis management and incident response plans.
  • Ensure internal response teams are fully trained and understand incident escalation protocols and response procedures.
  • Promote a culture of readiness that enables swift containment and remediation during operational incidents.

Systems, Equipment & Certification Management

  • Maintain working knowledge of monitoring equipment and systems used in fuel storage and operations.
  • Maintain Level IV certification for Veeder-Root Automatic Tank Gauging systems every 18 months.
  • Oversee systems used to track incident reporting, response actions, and resolution progress.

Position Requirements

Formal Education & Certification

  • Bachelor's Degree in Operations, Logistics, Safety Management, Engineering, or a related field preferred.

Knowledge & Experience

  • 10+ years of experience in fuel operations, logistics, incident management, safety, or operational risk management.
  • 5+ years of experience managing fuel-related incidents such as spills, contamination events, or operational disruptions.
  • Experience coordinating with regulatory agencies, response vendors, and insurance claims processes is preferred.

Qualifications & Characteristics

  • Strong understanding of fuel transportation, storage, and operational risks.
  • Demonstrated crisis leadership and the ability to manage complex operational situations under pressure.
  • Strong investigative, analytical, and root cause analysis capabilities.
  • Excellent cross-functional communication and coordination skills.
  • Ability to translate operational incidents into risk mitigation and process improvements.

Work Environment

  • Hybrid schedule with three days in the office and two days remote, business conditions permitting.
  • Must be available to work flexible hours and respond to operational incidents as needed.
  • Travel up to 25% of the time.
  • Ability to perform standard office tasks including computer work and occasional lifting of moderately heavy objects.
