Job Description

Provides central support and guidance on Procurement and related systems to help maximize effective business processes and solutions. Analyzes, troubleshoots and implements key technology features to support the business in meeting goals and objectives as well as providing supporting implementation/changes that improve the efficiency of systems and technology, partnering with IT as appropriate. Provides technology support and solutions for users of Procurement and related technologies. Maintains strong relationships with software provider(s); effectively communicates relevant system updates released by provider(s) to the PSE end-user base and assists in the development and maintenance of technology training. Closely monitors performance, identifies problems and implements solutions; ensures the technology is running at optimal efficiency.


Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.


Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities

  • System Administration & Maintenance: Manage administrative functions required to maintain systems including users and access

    • Provides expertise in defining and devising enhanced system functionality in partnership with the technology providers;
    • Conducts system testing required for technology update and refresh cycles;
    • Oversees implementation of new or enhanced systems functionality;
    • Supports the functional Procurement teams in rolling out new enhancements, upgrading to latest versions, adding or updating templates, content or workflows within various systems and modules;
    • Maintains relationship with technology providers and support services;
    • Seeks current education on and maintain knowledge of assigned technologies;
    • Works to create Centers of Excellence based on best practices in use of Procurement technology and process; and
    • Maintains record of technology modifications through change control tracking system and Functional Design Documents (FDD).




  • End-User Technology Support: Manage internal Procurement and related technologies help desk to provide central support and guidance to end-users

    • Fields and addresses internal questions or issues raised on the system in timely manner; escalates to technology provider as needed;
    • Serves as liaison between Procurement and IT for various technologies used by Procurement;
    • Effectively communicates with the end-user base on relevant system updates released by the technology provider;
    • Supports technology governance in development and maintenance of training material on the various technologies; and
    • Brings forward alternate solutions based on learnings from current utilization of software.


  • Technology Utilization and Performance Management: Track and report on Procurement technology KPIs, such as help desk metrics, supplier enablement & catalog metrics, system usage, etc.

    • Analyzes trends in user questions or issues raised to determine root cause and create improvement plans for corrective action;
    • Supports leadership to help achieve functional goals and objectives for procurement technologies; and
    • Implements configuration updates as technology access allows.


  • Stakeholder Management & Adoption: Support change management efforts as a constant advocate for the technology

    • Communicates accurate expectations for tool capabilities and drive full utilization of the functionality available to end-users;
    • Facilitates process to gather or establish business requirements for new technology or enhancements to existing technologies; and
    • Participates in formulating Procurement business strategies, objectives and drivers as it relates to the Procurement technologies.


  • Performs other duties as assigned.


Minimum Qualifications

  • Bachelor's degree in business administration, information technology, computer science or other related field; or equivalent combination of education and experience may be substituted.
  • 5+ years of experience in Procurement, Information Technology or a related field.
  • Proficient with Microsoft Office Suite.
  • Experience with eProcurement Source to Pay (S2P) tools.
  • Experience with Enterprise Resource Planning (ERP) systems.
  • Understanding of procurement governance, processes and policies.
  • Strong analytical and interpretive skills to recognize, comprehend and assess issues.
  • Proven ability to learn new applications.
  • Excellent verbal and written communication skills are required.
  • Ability to work effectively and collaboratively, both as a team member and independently.
  • Understanding of all upstream and downstream aspects of the Procurement process and operations including adjacent business's requirements and their impacts to procurement (i.e. security, disbursements, tax).
  • Ability to network and cultivate a productive working relationship with customer representatives and third-party vendors.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms.
  • Strong analytical problem-solving and conceptual skills.
  • Ability to work under pressure and meet deadlines.
  • Demonstrated ability to handle multiple tasks and assignments simultaneously.
  • Demonstrated ability to influence without positional authority.

Desired Qualifications

  • Excellent technical writing and system documentation skills.
  • Experience in collecting, manipulating, interpreting, and cleansing data.
  • Detailed understanding and experience of hands-on SAP and Ariba systems experience in one or more modules appropriate for the job (or other related functional area experience).

The pay range for this position is$94,300.00-$156,900.00, and this position is eligible for annual goals based incentive bonuses.
