Position Summary
The Cybersecurity Technical Director serves as the senior-most technical authority responsible for leading, developing, and governing CRDF Global's Digital Resilience and Cybersecurity Solution Architecture function. This position oversees a team of cybersecurity architects and technical specialists deployed across Europe, Eurasia, and other priority geographies. This role drives strategic technical vision, ensures solution standardization across programs, and leads enterpriselevel design of cybersecurity solutions in support of partner nations, critical infrastructure operators, ministries, and national CERT/CSIRT bodies. The ideal candidate is a seasoned cybersecurity executive with proven experience managing multicountry technical teams, delivering largescale cyber programs, and interfacing effectively with senior government stakeholders, and foreign ministries.
Major Responsibilities
Strategic Leadership & Vision
- Provide strategic oversight and direction for all cybersecurity architecture activities across the Digital Resilience portfolio.
- Set the enterprise technical vision for cybersecurity assessments, capability development, and solution architectures.
- Ensure methodologies and technical playbooks are consistent, modernized, and aligned with global cybersecurity standards and threat intelligence.
- Lead strategy development for expanding cybersecurity programming into emerging priority regions.
Team Leadership & Development
- Manage, mentor, and build a high-performing team of regional cybersecurity architects and senior technical advisors.
- Establish and maintain a structured career progression path for technical staff, including certifications, training, and field-development opportunities.
- Oversee team deployment planning for rapid diagnostics, SOC maturity assessments, OT/ICS security evaluations, and incident response engagements.
Program & Solution Architecture Oversight
- Lead the design of multi-year cybersecurity modernization programs across identity, endpoint, network, cloud, SIEM/SOC, and OT security.
- Oversee national and sectoral risk assessments, threat modeling, and resilience planning.
- Guide the integration of Zero Trust, EDR/XDR, cloud-native security, SOAR, and SIEM modernization solutions in line with partner needs.
- Ensure designs account for resource-constrained or post-incident operating environments.
Enterprise Coordination & Innovation
- Coordinate with CRDF Global's Office of the CTO to integrate emerging technologies, tools, and methodologies into field operations.
- Lead cross-regional collaboration through the Cyber Community of Practice, ensuring continuous improvement and knowledge exchange.
- Drive pilot adoption of innovative cyber defense technologies and analytics approaches.
Requirements Required Qualifications
- 10+ years of cybersecurity leadership experience, including oversight of technical teams or solution architecture functions.
- Demonstrated experience in international cybersecurity consulting.
- Deep expertise across identity, endpoint, network, cloud, and OT/ICS security.
- Proven experience designing or leading national scale or enterprise scale cybersecurity modernization initiatives.
- Strong understanding of and experience applying one or more of the following standards/approaches:
- NIST CSF 2.0
- EU NIS2
- ISO 27001
- MITRE ATT&CK
- Zero Trust Architecture principles
- Demonstrated ability to communicate technical concepts to senior policymakers, ministers, and executive leadership.
- Advanced experience preparing:
- Risk models
- SOC maturity evaluations
- Cyber resilience strategies
- Multiyear cybersecurity capacity-building programs
- Fluent in spoken and written English.
- Ability and willingness to travel internationally up to 50%.
Preferred Qualifications
- Experience supporting or advising U.S. government cybersecurity or foreign assistance programs.
- Expertise in cyber crisis management or national scale incident response.
- Certifications such as CISSP, CISM, CCSP, GIAC, or cloud security credentials (AWS, Azure, GCP).
- Graduate degree in cybersecurity, digital resilience, engineering, or related discipline.
- Experience working in Eastern Europe, the Western Balkans, Caucasus, or other priority regions.
- Fluency in additional regional languages.
