Job Purpose

The Senior Project Manager is under the general direction of the NY Third Party Attachments Manager and is responsible for management of projects supporting the third-party attachments team, and oversight / coordination of project work relating to state and federal broadband expansion within New York State. This position includes acting as a representative of National Grid to the Department of Public Service, the NYS ConnectAll Office and representatives from telecommunications company stakeholders associated with broadband expansion in NYS.

Third party attachments is a function of the Transmission & Distribution Line Engineering and Standards organization and is responsible for the end-to-end management of third-party applications for attachment to National Grid distribution and sub-transmission assets, including application intake, invoice, design and electric make ready coordination, and licensing. National Grid is required to allow access to 3rd party customers (including telecommunications companies and ISP's, among others) to make attachments to our sole and jointly owned Distribution Poles. This role focuses on supporting the 3rd party attachment process and related project work in New York.

Key Accountabilities
  • Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of 3rd Party Attachment policies and procedures, and information systems within National Grid's upstate New York (NMPC) jurisdiction including (but not limited to):
    • Coordination with external customers and third party attachers on application life cycle and project status
    • Understanding and application of applicable standards, attachment agreements, licenses, and relevant legislation pertaining to third party attachments / attachers
    • Regulatory reporting relating to third party attachments
    • Coordination with internal stakeholders including distribution design, engineering, standards, overhead electric, customer and community engagement, general counsel and others as needed
    • Management and coordination with joint pole owners and joint utilities
    • Knowledge and support of customer invoicing / billing and associated revenue reconciliation
  • Manage and oversee projects supporting the third-party attachments team, including monitoring progress, managing stakeholder engagement, scheduling, project budget and risks.
  • Management of multiple concurrent projects within the third-party attachments organization.
  • Develop and maintain metrics and key performance indicators (KPI's) relating to project oversight and key deliverables.
  • Provide leadership and promote a culture of efficiency, teamwork, collaboration, and efficient resource utilization both throughout the department, and within assigned project team(s) and support groups.
  • Manage relationships with external stakeholders, including representatives of the NYS Public Service Commission, the NYS ConnectAll Office and other state agencies.
  • Develop and deliver monthly project summary reports to National Grid leadership / executive teams.
  • Develop and maintain positive working relationships (internally and externally) with a focus on the resolution of customer concerns and fulfillment of National Grid 's contractual and legislative obligations.
  • Assist in the development and implementation of asset and business strategies, policies and procedures to assure National Grid meets evolving customer requirements and maintain system reliability.
  • Establishment and promotion of a work culture focused on implementation of best practices and a process evolution approach to project management.
Qualifications

Required:

  • 4+ years' experience in project management or equivalent relevant experience.
  • Previous experience in telecommunications, CATV, Internet Service Provider (ISP) or Multi-Service Operator (MSO) industry highly preferable.
  • This role requires limited driving. A license and a driving record that is in line with National Grid's Safe Driver policy is required.

Preferred:

  • A Bachelor's degree, preferably in engineering, IT, data management and analytics or business administration disciplines, and/or significant relevant project management, engineering and construction experience in all aspects of utility construction operations. MBA preferred but not essential.
  • Demonstrated history of successful management and delivery of complex projects.
  • Strong team leadership, influencing and negotiation skills.
  • High level of personal initiative and ability to interact with company personnel, contractors, regulatory representatives, and town/city officials in a professional and collaborative manner.
  • Ability to represent National Grid's position and interest to regulatory and legislative staff in designated proceedings and associated regulatory Information Requests (IR's).
  • Ability to prioritize work and manage multiple projects within allocated budget and time constraints.
  • Ability to read, understand and interpret contracts, orders, standards, engineering design drawings and technical information.
  • Ability to work as an integral member of a high energy team with a strong emphasis on continuous improvement.
  • Demonstrated knowledge of budget process, financial accounting, customer relations and account management, engineering and design process, operations, and associated procurement and regulatory processes.
  • Exhibit high personal standards of commitment and integrity.

Salary

$109,000 - $128,000 a year
