As the Procurement & Contracts Branch Manager, you'll be at the forefront of our procurement operations, driving excellence and ensuring the highest standards of integrity in all we do. You'll lead a team of dedicated professionals, guiding them to success and fostering a culture of collaboration and innovation.

Your role will involve serving as the primary liaison between our organization and external procurement agencies, ensuring regulatory and policy compliance while forging strong partnerships with vendors. In this position, you'll engage in every facet of procurement, encompassing professional services, construction, supplies, services, and capital equipment acquisitions. You'll also oversee and participate in every aspect of the procurement process, working closely with internal and external stakeholders to meet their needs and drive strategic initiatives.

We Require

  • Two years of experience managing staff
  • Three years of contract management, procurement, or purchasing
  • Bachelor's degree in business administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
  • Job-related experience may substitute for required education on a year-for-year basis

We Also Value

  • Experience in a public or non-profit setting
  • Experience in Construction procurement and contract administration
  • Experience managing Job Order Contracts or Construction Manager at Risk contracts

Job Contributions

  • Responsible for assigning and monitoring procurement staff workloads, evaluating performance, and overseeing training and hiring. Ensure efficient contract delivery and a high standard of customer service

  • Represent the Flood Control District in all procurement matters with professionalism and sound judgment. Ensure purchasing activities are conducted in compliance with the County Procurement Code and applicable state statutes

  • Review and manage all types of procurement, including construction and professional services contracts, as well as supply, service, and capital equipment purchases. Administer contract amendments, work assignments, change orders, payments, and related technical and budget documentation to ensure completeness and accuracy

  • Coordinate division needs and prioritize procurement activities to best support the District's mission and goals

  • Develop and update procurement policies, processes, and procedures

Working Conditions

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree

  • Machines, Tools, Equipment, Software, and Hardware:ERP system for financial, budget, and procurement data, web-based databases, Heavy Word use, some Excel, and PowerPoint
