Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position

The Procurement Specialist provides procurement support to the Recorder's Office and the Elections Department. This position serves as the department liaison with the Office of Procurement Services, vendors, internal staff, and suppliers regarding purchases, researching and preparing background information for purchasing requests, and maintaining purchasing records.

We Require

  • Two (2) years of related purchasing experience
  • High School Diploma or GED
  • An equivalent combination of post-secondary education and/or experience may substitute for the minimum qualifications on a year-for-year basis

Other Requirements

  • The selected candidate must be able to obtain a Certified Agency Procurement Aide (CAPA) designation within 6 months of hire
  • Offers for employment are conditional and dependent on the successful completion of a background screening

Job Contributions

  • Coordinates, administers, and processes all procurement of equipment, supplies, and services for the department, which includes printing materials
  • Develops, implements, and maintains internal purchasing processes and procedures
  • Prepares purchase orders, reconciles statements from vendors, compiles documentation to support payment of invoices, researches contractual services, and reviews vendor invoices for accuracy
  • Communicates with vendors to interpret, clarify, inform, and resolve procurement issues and invoice discrepancies, and verifies the delivery of merchandise
  • Serves as a department liaison with the Office of Procurement Services, vendors, and suppliers regarding purchases, researching, and preparing information for purchasing requests
  • Enters requisition and vendor information and other data into the County's financial system.
  • Reviews the online financial system for current activity on the P-Card account weekly to verify accuracy of postings; researches discrepancies and tracks outstanding liabilities
  • Maintains P-Card logs and acquires and maintains the appropriate Purchase Card (P-Card) documentation
  • Maintains procurement records in accordance with record retention requirements
  • Coordinates Facilities Management work orders for the maintenance and repairs of the Recorder and Elections facilities
  • Administers, coordinates, and processes travel arrangements for all Recorder employees, which includes accommodation, transportation, and registration

Working Conditions

This position requires extensive mandatory overtime during the Primary/General election cycle. The employee in this position may occasionally be required to lift a minimum of 20 pounds for a distance of 20 feet, at a minimum.
