THE POSITION

The Department of Transportation is seeking a Highway Foreman 3 in Lancaster County. In this role, you will supervise a specialized highway maintenance crew responsible for performing skilled labor and operating heavy equipment to complete major highway maintenance and minor construction projects. This position oversees year-round planning, execution, and completion of all phases of assigned projects, ensuring safe, efficient, and high-quality work across the district.

DESCRIPTION OF WORK

In this role, you will oversee and coordinate the work of a specialized highway maintenance crew, ensuring safe, efficient, and high-quality completion of major maintenance and minor construction projects throughout the district.

Key Responsibilities
  • Plan, schedule, and directly supervise a crew of equipment operators and laborers using heavy construction equipment and hand tools to perform specialized highway maintenance activities, including paving, surface treatment, small bridge work, overhead sign structure installation, and traffic line painting. Maintain accurate work records and promptly report unusual incidents, injuries, or equipment damage.
  • Investigate highway-related complaints, respond appropriately, and review road conditions within the assigned area to support effective priority planning. Recommend scopes of work, staffing needs, equipment, and materials to minimize downtime and maximize productivity.
  • Train and supervise crew members in proper tool and equipment use, maintenance procedures, and adherence to specifications and standards to ensure quality workmanship.
  • Select and direct appropriate work-zone traffic control setups and lead efforts to maintain a safe work environment for the crew and the traveling public by following proper safety procedures and equipment use.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Highway Foreman 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience as a skilled tradesman including one year of supervisory experience on a highway maintenance or construction project; or
  • Three years of supervisory experience on a maintenance or construction project; or
  • Any equivalent combination of experience and training.

Special Requirements:

  • This position requires possession of a valid Class C Pennsylvania Driver's License.

  • You must be able to perform essential job functions.
