Position Summary: The Capital Construction Coordinator is a key member of the Organic Construction Team and reports to the Capital Construction Manager. The incumbent will work closely with the Administrative Support Analysts and Construction Superintendents and Foremen to meet the growing needs of the Organic Construction Crew.

PRIMARY JOB FUNCTIONS:
* Perform material take-off's related to all phases of water and wastewater system utility construction.
* Work with Superintendents and or Foremen to manage and minimize inventory. If applicable work with team to manage material on hand and coordinate with
ASA's for accounting purposes
* Create and review project cost estimates as required, utilizing cost catalog, historical pricing, RS Means and other resources
* Work with Superintendent and ASA's to identify vendors at all OCC locations, include identifying and assisting with vendor set-up
* Assist with material procurement when necessary. This would include working with team to price out material purchases and to assist the OCC teams in procurement and delivery
* Provides scope of work, productivity estimates and schedules for any Capital related project
* Review Requests for Information (RFI's) for discrepancies in construction documents in relation to differing field conditions
* Communicate effectively with the Engineering Design Center for review of construction drawings and to verify As-Built situations. This includes review of
pre-construction design sets to ensure proposed design complies with the intent, scope and financial requirements of the government proposal
* Review daily Foreman reports, field reports and assist in sub-contractor performance reports
* Assist with equipment procurement. This would include knowledge of construction equipment, the ability to review, interpret and define construction equipment specifications
* Performs post project assessments and working with team to generate unit pricing for each OCC project
* Work with team to emphasize all safety rules, regulations, policies and procedures. This includes working and communicating whenever required with the Environmental Health and Safety Coordinator
* Participates in discussions concerning equipment procurement and reports on the needs of the field personnel in respect to all areas of equipment use, rental, lease and procurement
* Works with Foreman to assess day-to-day operations and schedules, review drawings, identify needs, material management, deficiencies and potential conflicts. Manages material procurement and limits the amount of inventory held in reserve
* Handles customer service related issues and functions
* Performs data analysis and prepares exhibits as requested by the Capital Construction Manager
* Works with Construction Manager and ASA's to oversee compliance with budgets and participates in development of same
* Work with Capital Construction Manager on the establishment of the Capital B budget for each OCC location
* Verify that all field collected data is being maintained daily and submitted electronically to all appropriate parties
* Observes and complies with all Federal, State and Company safety rules, regulations, policies and procedures
* Available to participate with the start-up of new crews at locations where ASUS receives a new Utility Privatization contract award or where a new crew may be started at an existing installation
* Travels as required by subsidiary needs
* Performs other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
* Associates Degree in Construction Management or equivalent, or five years of progressively responsible experience in utility construction. Experience could be in utility installation or inspection.
* Strong knowledge of utility plans and specifications with a background in material takeoff preferred.
* Must be able to read construction drawings and GIS system maps. This includes working with field "Red Line" changes and coordinating with field personnel to verify changes. Proficient in knowledge of heavy construction equipment preferred.
* Knowledge in the requirements of OSHA 29 CFR 1926 construction regulations. Be able to obtain competent person certification and confined space certification within a year of employment.
* Proficient in the use of MS Office, MS Windows, MS Outlook and Adobe products.

* Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory

COMPENSATION INFORMATION

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
