SUMMARY
-
The EOC Facility Manager is primarily responsible for assisting with the constant readiness of the electrical, mechanical, and environmental systems which service all Department of Public Safety (DPS) buildings in the Eagleville Complex, and facilities, including, but not limited to, the 9-1-1 Communications Center, Backup 9-1-1 facility, and 30 remote 9-1-1 tower sites throughout the County. The Facilities Manager has responsibility to lead, evaluate, and educate the Assistant Facilities Manager and work together with the various teams operating in the DPS & County buildings and facilities. Reports directly to Assistant Director - Technical Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Perform mechanical work required for installation and maintenance of equipment, systems, and facilities in accordance with diagrams, sketches, operation manuals, and manufacturer's specification.
- Conducting daily/weekly inspections of all DPS buildings, sites, and facilities, to include: mechanical spaces, public areas, roofs, and building grounds.
- Respond and coordinate service calls for HVAC, plumbing, lighting, electrical, escorts, general carpentry & painting duties.
- Respond and coordinate emergency situations to trace, troubleshoot, and repair problems.
- Coordinate and assist with cleaning and maintaining critical Communications Center equipment, consoles, and systems on a daily/weekly basis.
- Manage building systems, contractors, and maintenance to ensure uninterrupted service from all facility systems. If necessary and as directed, acts as a liaison with other County departments to effect rapid restoration of services when necessary.
- Establishes and maintains effective working relationships with administration, field users, vendors, and the general public. Maintains a professional workplace at all times, promotes a safe workplace at all times, and ensures that the highest degree of customer service skills are utilized without compromise. Develops and maintains teamwork and promotes positive morale.
- When qualified and as directed, assumes on-call schedule to include after hours, holiday, and weekend duties.
- Works independently with little guidance or supervision.
- Monitor overall performance of facility equipment and makes notifications or repairs when appropriate.
- Prepares and maintains records and reports as required by local and state laws, and policies and procedures of the Department, when necessary.
- Coordinate and assist in inspecting, monitoring, and reporting the need for preventative maintenance and repairs of Communications Center equipment, systems, premises, supplies and installations within the facility.
- Performs other related duties as necessary or assigned.

QUALIFICATION REQUIREMENTS

Education and Credentials
- 10+ years experience in facilities maintenance or a closely related field.
- 3-5 years in a supervisory or management role.
- Project Management experience preferred.
- Knowledge of purchasing and procurement processes.
- Knowledge of mechanical, electrical, plumbing, HVAC, and building automation systems (BAS).
Experience and Skills
- Individual should possess excellent oral presentation and writing skills and the ability to deal tactfully and work well with customers, management, and peers.
- Ability to read, understand, and comprehend electrical/mechanical schematics, circuitry, and blueprints.
- Ability to understand instructions and follow direction, both written and verbal.
- Possesses basic computer skills to include competent use of email, internet, and word processing software.
- Ability to be on time and reliable.
- Ability to function well in stressful or urgent situations.
- Strong time management skills.
- Valid driver's license.

PHYSICAL DEMANDS

- Ability to sit, stand, walk, and operate a keyboard and mouse for moderate periods of time.
- Ability to work in all weather conditions.
- Occasionally may be required to perform medium level and/or heavy level physical work that would include reaching, walking, pushing, bending, pulling, and lifting.
- Ability to use basic hand and power tools.
- Ability to use ladders and work from ladders at all heights.
- Ability to drive a motor vehicle.

- This position requires availability 24 hours a day, seven days a week, 365 days a year. This is an Essential Employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies.
