POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Project Manager supports the Technical Information, Administrative, and Logistics Services (TIALS) Contract, at NASA Glenn Research Center in Cleveland, OH.


This temporary position runs through 9/30/2026 and will provide project management support for the Logistics Management area.




  • Support the Logistics functional area of the TIALS2 contract.
  • Manage the disposal, reutilization, and transfer of government property, applying sound project management practices to ensure timely and accurate execution.
  • Independently manage GRC property requirements at various areas across the Lewis Field campus.
  • Serve as liaison with the Space Management Cochair and Facility Managers to verify facility ownership and coordinate space related property actions.
  • Identify property owners or end users before developing and executing disposition plans to ensure accountability and compliance.
  • Provide direction to equipment owners on how to properly complete disposal actions.
  • For each facility, e.g. test cells, warehouses, develop and manage detailed sequencing plans, project schedules, and timelines.
  • Coordinate resources and tasks across functional teams, such as property, disposal, and transportation to ensure smooth project execution.
  • Direct Logistics staff during execution of project plans to ensure quality and safety standards are met.
  • Independently assess property to determine eligibility for sale, reutilization, or other approved disposition methods.
  • Communicate regularly with the Logistics Manager to provide updates, mitigate risks, and resolve issues.
  • Ensure work activities meet contract and organizational requirements in support of performance standard timelines.
  • Track, analyze, and report metrics related to cost avoidance, reutilization savings, sale proceeds, and savings from transfers and donations.
  • When required, utilize NASA DISPOSAL to prepare, submit, and manage excess property requests on behalf of customer organizations.
  • Access NASA EQUIPMENT to assist in the investigation of abandoned property.
  • Use MAXIMO to schedule transportation resources for property relocation.
  • Post property onto the Center's online Property Reutilization Opportunity (PRO) program to support internal reuse and cost avoidance initiatives.
  • Segregate, organize, and maintain records for required reviews prior to disposition.
  • Coordinate with the Environmental Management Office on the disposal of materials with potential environmental or hazardous considerations.
  • Submit work orders to the Facilities Division for property that requires specialized dismantling, such as the removal of electrical connections.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education: High school diploma or equivalent. Experience: Five years of logistics experience. Experience in property, disposal and transportation operations is preferred. Experience in NASA EQUIPMENT, NASA DISPOSAL, and MAXIMO systems preferred
