BB&E is an employee-owned, full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. Position SummaryBB&E is seeking a detail-oriented Program & Acquisition Manager Support to provide comprehensive programmatic, financial, and acquisition support to the Air Force Civil Engineer Center (AFCEC/CXA) at Tyndall AFB, FL. This role supports RDT&E and civil engineering initiatives through planning, analysis, coordination, and execution activities. Job Duties & Responsibilities* Performs advice and assistance planning, programming, budgeting, and execution (PPB&E) support to build AFCEC CXA's annual Program Objective Memorandum (POM) submission. * Collect data for project analysis and acquisition planning to the AFCEC/CXA RDT&E mission. Draft and track documentation and budget financials. Input/manage data in Comprehensive Cost and Requirements (CCaR) System or other financial systems. Provide recurring fiscal reviews of incoming and outgoing funds and funding documents consistent with funds control requirements and recording all transactions accordingly. Enter data and tracking budget and project financials and other funds management documentation where appropriate or necessary, i.e., databases, SharePoint sites. Analyze projected obligation rates, execution rates, and timelines and provide consolidated data and recommendations such as curtailing spending in an area based on projected expenditures. * Analyze and evaluate complex requirements, research, development, and acquisition issues and develop recommendations. Draft documents and participate in meetings to draft, edit, and revise documents. Provide advice and assistance to accomplish AF requirements and acquisition strategic planning * Analyze the business and operational impact of proposed policies, programs and issues and recommend options. Analyze the impact of proposed policies, funding and programs and shall provide support for proposed changes and recommended courses of action to AFCEC/CXA with supporting rationale/reports * Report results of studies such as analysis of alternatives, respond to queries within two-business days and prepare justifications and background papers on the technical and business aspects of assigned plans and acquisitions. * Perform a broad range of highly complex qualitative and quantitative analyses of needs, programs, policies, and issues * Assist in the performance of analytical methodology, the selection criteria for candidate solutions and performance of the analyses necessary to validate and quantify materiel solutions through gap analysis, DOTMLPF-P analysis, analysis of alternatives, functional needs analysis, and functional solution analysis. Collect, process, and compile operational needs and requirements for in-garrison, expeditionary, contingency installations and airbases * Coordinate and assist the collection, processing, compilation, and performance analysis on the ACS capability gaps submitted. Coordinate organization into an acquisition list and a sustainment list. Support capability gap, functional, and cost analyses teams to document and prioritize CE program requirements. Track and maintain documents to support CE airbase capability needs in AF requirements and budget request processes * Draft position papers and high-level briefings of civil engineer requirements and capabilities by collecting data from technical leads for government review and approval. The final documents after government approval are presented to the civil engineer governance structure. Accomplish financial related tasks including assisting the division in preparing drafts of various documents such as descriptive summaries and briefings. * Collect input to the annual and biannual planning and program cycles of the Air Force Civil Engineer from other contractors' technical leads. The contractor shall maintain and update the CXA master roadmap that projects current and future R&D efforts across the Future Years Defense Plan (FYDP). * Collect input from all areas and track the current AFCEC/CXA operational, development and procurement budgets. Assists in monitoring and tracking branch financial obligation and expenditures across the FYDP in coordination with SAF/AQ and AFIMSC Program Element Monitors (PEMs). * Support AFCEC's business planning and capability development process by applying a comprehensive knowledge of civil engineer program goals and objectives, extensive knowledge of the sequence and timing of program events and milestones, and a range of analytical methods * Support, develop, and track acquisition of systems, equipment, technology, and data to fulfill civil engineering needs and requirements for in- garrison, expeditionary, and contingency installations, and airbases * Draft and track program documentation for acquiring systems, equipment, technology, and data to fulfill civil engineering operational needs and requirements for in-garrison, expeditionary, and contingency installations, and airbases * Draft and track procurement plans, acquisition strategies and supporting documentation for CE programs in accordance with AF Civil Engineer requirements * Provide input/analysis for military utility assessments, commercial and developmental technology validation and demonstration, and developmental test and evaluation * Perform functional and market research for development of program descriptive summaries * Coordinate and track acquisition information, procurement information, and support contracts to achieve program objectives. Support and schedule program management reviews, branch meetings including taking notes and disseminating meeting minutes * Perform all phases of technology transition activities from strategy development and planning through technology assessment activities and reports. Provide technology transition recommendations and strategic advice to AFCEC program managers and engineers responsible for CE RDT&E efforts * Advise and assist in acquisition management activities from strategy development and procurement planning through fielding activities and reports. Draft acquisition management and procurement recommendations and strategic advice to AFCEC program manager and engineers responsible for CE RDT&E and acquisitions efforts * Monitor, track and assist in answering all TMT, workflow, and other suspense's and report on completion for AFCEC/CXAE
Requirements Key Qualifications* U.S. Citizenship and the ability to obtain/maintain a DoD Government Security Clearance (NACI) is required * Skills o Proficiency in producing technical reports, requirement documents, background papers, white papers, and similar Government documents. Experienced preparing meeting minutes and action items report o Knowledge and experience in DoD 5000, strategic planning, project planning and management with experience in AF acquisition organizations working for a Program Executive Office (PEO) or Program Manager (PM). o Ability to establish and maintain effective and professional liaison with counterparts at all levels within Air Force and other agencies o Completed Fundamentals of Systems Acquisition Management or an equivalent industry acquisition course focused on the DoD planning, budgeting and acquisition processes. o Working knowledge of the Planning, Programming, Budgeting and Execution (PPB&E) process to include utilizing automated data systems and data processes to expertly analyze the civil engineer development funding needs for the Future Years Defense Plan (FYDP) and the execution of the approved budget for acquisition & procurement, using applicable computer systems. o Knowledge and experience in DoD RDT&E, strategic planning, project planning, technology transition and management with experience in AF R&D organizations and/or Air Force Civil Engineering. o Experience with quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and document issues or problems to isolate discrepancies or identify trends o Experience with cost and operational effectiveness analysis for weapon system acquisition programs o Experience in using, manipulating, evaluating, and or synthesizing various data systems and sources of information to cross-correlate data and metrics, to support mission objectives, and document with appropriate analyses * Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey concepts to diverse audiences * Software: Proficiency using MS Office software including Outlook, Word, Teams, Excel, and PowerPoint and advanced Adobe skills preferred Self-Starter: Highly motivated to improve organizational efficiency, with the ability to manage multiple tasks and deadlines autonomously Experience & Education* Experience: A minimum of three (3) to ten (10) years in an engineering, science, management, or related field and at least four years of experience in program management is required. * Education: A minimum of a bachelor's degree in engineering, science, management or related field. Physical Requirements * Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time * Ability to operate office equipment, including computer, copy machine, phone, etc. * Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms * Capable of lifting up to 10 lbs. * Ability to see details of objects that are less than a few feet away * Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone Benefits
