DUTIES:

Under semi-direct supervision, to perform service and general repair work in connection with inspecting, repairing, and adjusting all types of Company gasoline-, diesel-, and electric-powered equipment, including but not limited to cars, trucks, trailers, sweepers, forklifts, cranes, backhoes, and bull dozers.

1. Performs assigned DLCo Fleet repair and maintenance work.

2. Inspects and operates all DLCo Fleet equipment, determines safe operating condition, and recommends or performs necessary maintenance and repair work.

3. Performs inspections required by local, state or federal agencies.

4. Diagnoses, disassembles, assembles, repairs, adjusts, and services DLCo Fleet equipment using tools and equipment common to the work which assigned.

5. Diagnoses, adjusts, repairs, and replaces various items such as springs, brake system components, (hydraulic, air and electric), suspension members, drive shafts, cylinder heads, clutches, and manual transmissions. Removes and installs engines, automatic transmissions, differential assemblies, air conditioning components and fuel injection systems.

6. Diagnoses, services, repairs, and reinstalls units such as alternators, generators, starters, distributors, voltage regulators, wiring, lighting, fuel pumps, carburetors, fuel injection devices, relays, sensors and automotive computers using volt, ohm and amp meters.

7. Performs engine tune-up using tools and instruments common to such work and equipment such as oscilloscopes, engine analyzers, four-gas infrared exhaust gas analyzers, and engine and chassis dynamometers.

8. Performs front end alignment, 2 and 4 wheel, and wheel balancing.

9. Required to perform road service work in all types of weather, day or night.

10. Performs minor welding, heating, and cutting using appropriate equipment.

11. Performs minor body work such as replacement of compartment doors, mirrors, door hardware, and straightening of metal parts.

12. Determines and orders parts required to complete repair work and prepares shop forms such as job cards, inspection records, and requisitions for parts and equipment.

13. Equips new vehicles for the road. Installs DLCo radio components, mobile telephones, snow plows, salt spreaders, lighting and emergency devices.

14. Operates cranes, forklifts and hoist to perform engine replacement and the moving of other equipment parts.

15. Performs all work in accordance with Transportation and DLCo safety regulations and practices and maintains equipment and working areas in a clean and orderly condition.

16. Instructs and directs the work of lesser grade workers.

17. Performs other work related to the above as required or assigned.



QUALIFICATIONS:

1. High School graduate or equivalent.

2. Two years, or comparable, automotive repair experience.

3. Demonstrated working knowledge and understanding of the mechanical principles of automotive equipment, the operation of internal combustion engines, and the component parts of automotive and related equipment.

4. Must be able to obtain PA Class A CDL within 6 months of starting the job.

5. Must be able to hold State requirements of certification for State Inspection (cars, light/heavy trucks) and Emissions work. Automotive Service Excellence certification (ASE) preferred.

6. Ability to work from Technical Services manuals and read wiring schematics.

7. Working knowledge of Company and Department safety rules.

DUQUESNE LIGHT COMPANY SUPPORT SERVICES FLEET MANAGEMENT AUTOMOTIVE SERVICE MECHANIC STEP 6.0 QUALIFICATION TEST

An applicant for the Automotive Service Mechanic's job will be expected to have knowledge in the following areas:

1. General automotive and truck repair, theory, and practice

2. State and emission inspection procedures and practices

3. Gasoline and diesel engine tune up and repair procedures

4. Brakes, steering, suspension, front-end alignment, and all other systems on modern cars, light and heavy-duty trucks.

5. Automotive electricity, Ohm's law, on board computer systems, including the use of diagnostic tools



The test will be composed of two parts designated as A and B. Qualification of 70% or better will be required on part A will be required before the applicant may proceed to part B on which qualification of 70% or better will also be required.

Part A is a written test consisting of 33 questions. The applicant will receive 3.3 points for every question answered correctly. Possible point total for this section is 100 points; qualification score is 70% or 70 points. A time limit of 1 hour will be allowed for this section of the test. Part B will be a practical test where the applicant will be asked to perform a FHWA annual inspection (DOT inspection) on a truck or combination tractor-trailer with existing or introduced defects. The applicant must be able to inspect the vehicle or combination and be able to:

1. Find any defects that are required to be corrected to bring the vehicle into compliance with the most current Federal Motor Vehicle Safety Standards.

2. Explain to the tester what is being inspected and the inspection criteria for each part of the inspection. No service manuals, books, note cards, etc. will be permitted for this part of the test. A time limit of 2 hours is allotted for part B. Applicants are required to achieve a score of 70% or 70 points on part B to pass.

DUQUESNE LIGHT COMPANY SUPPORT SERVICES FLEET MANAGEMENT AUTOMOTIVE SERVICE MECHANIC STEP 6.0

The qualification examination will be administered to the senior applicant having the following licenses and certifications:

1. Pennsylvania Commercial drivers license class A with air brake endorsement.

2. Currently certified by the State of Pennsylvania to perform Pennsylvania Safety Inspections on passenger cars, light trucks, heavy trucks and trailers weighing more than 10,000 Lbs.

3. Currently certified by the State of Pennsylvania to perform Pennsylvania Emission Inspections on passenger cars and light trucks.

4. Currently certified by the ASE or MACS to recover and recycle refrigerant in mobile air conditioning systems.
