About The Role

The Chief Operations/Lending Officer is a senior executive responsible for the overall performance, integration, and strategic direction of the Bank's core banking functions. The Chief Operations/Lending Officer has primary responsibility for growth and production elements of the Bank's community banking operations, as well as developing channels through which community banking and commercial lending products and services are offered, while overseeing operations. The Chief Operations/Lending Officer will collaborate with administration team members to monitor, develop, and improve operational strategies, and is charged with facilitating these efforts across all operations and departments. Will provide leadership, management, and vision necessary to ensure that WSB has proper organizational controls, administrative and reporting processes, procedures, and staff in place to effectively optimize responsibilities, performance, and efficiency.

The Chief Operations/Lending Officer will manage the following departments and areas: Commercial Lenders/Business Development, Bank Operations, Security/GLBA/BSA/Fraud/Red Flags/Complaints, SOX compliance, Business Continuity, Call Center, Risk Management, Facilities & Maintenance, AP, and Vendor Management.

Duties and Responsibilities

  • Provide overall leadership and guidance for the bank's financial management, operational strategy, risk management, banking operations, and support functions to promote sound financial performance, regulatory compliance, and operational effectiveness.
  • Provide commercial lending oversight and development.
  • Collaborate with the President and Senior Management to review bank operations and offer input on policy development, business growth opportunities, staffing, and administrative matters.
  • Contribute to the development of organizational objectives, policies, and longterm plans through ongoing assessment of performance and risk.
  • Provide regular updates to Senior Management and the Board of Directors on financial results, risk exposure, mitigation efforts, and operational performance.
  • Assist with accounting systems, accounts receivable processes, cash management activities, and depository account administration.

Operations:

  • Perform accounting, reporting, risk management, and strategic analysis duties as needed to support sound financial management and organizational objectives.
  • Maintain sufficient documentation, controls, and oversight to support regulatory examinations, audits, and internal risk assessments.
  • Perform, develop, implement, and continuously improve operational policies, procedures, and internal controls.
  • Perform and maintain enterprise risk management, audit processes, and regulatory compliance.
  • Conduct financial and operational risk analysis for new products, services, and process changes.
  • Regularly review, update, and test disaster recovery and business continuity plans, including payment operations.
  • Ensure compliance with all applicable laws and regulations, including BSA, AML, CIP, OFAC, and the Patriot Act.
  • Serve as liaison with regulators, outside auditors, and GBCI.
  • Provide leadership for new product initiatives, including development, testing, implementation, rollout, and postimplementation review.
  • Partner with GBCI to improve banking operations through process enhancements, technology solutions, and business development tools.
  • Help develop meaningful metrics to evaluate the performance of banking products, services, and operations.
  • Maintain strong working knowledge of bank systems, regulatory requirements, and established banking practices.
  • Administer vendor management practices, including contract performance and approved vendor relationships. Monitor vendor performance and support timely payment processes.
  • Maintain fixed asset records, replacement planning, procurement, and disposal activities in compliance with requirements.
  • Assist with escalated customer concerns to help mitigate reputation, compliance, and financial risk.
  • Provide oversight of security programs to help safeguard employees, information systems, and physical facilities.
  • Manage property and facilities operations, including maintenance, janitorial services, groundskeeping, and facility improvements.
  • Assist with branch design, construction, renovation, and expansion projects as needed.

Commercial Lending & Business Development:

  • Provide guidance and support to the commercial lending and business development functions to promote sustainable growth, profitability, and prudent risk management.
  • Support and coach Commercial Lenders to help achieve production goals and strong relationship management practices.
  • Collaborate in establishing and refining commercial lending strategies, production goals, and performance measures aligned with strategic objectives.
  • Partner with lenders on relationship development, identifying new opportunities, and deepening existing client relationships.
  • Ensure commercial lending activities are conducted in accordance with bank policies and regulatory requirements.
  • Support business development planning efforts to expand loan growth, deposit relationships, and fee income.
  • Provide coaching and mentoring to enhance lender effectiveness in sales, relationship management, and portfolio oversight.

Additional Responsibilities:

  • Maintain open communication with management regarding risks, performance, and significant issues.
  • Travel frequently within local markets (Billings, Lockwood, and Laurel).
  • Attend and participate in required meetings and initiatives.
  • Model and promote high standards of customer service aligned with the bank's mission, values, and service philosophy.
  • Represent the bank professionally in the community and participate in civic, business, and professional organizations.
  • Build and maintain positive relationships with local businesses, community groups, and governmental entities.
  • Help ensure the bank's professional reputation and community presence continue to grow and remain positive.
  • Perform additional duties as assigned to support organizational objectives.

About You

QUALIFICATIONS:

  • 10+ years' experience similar or related experience required.
  • Documented leadership experience in a bank environment, including management experience required.
  • Working knowledge of core banking systems, such as Jack Henry, or equivalent system preferred.
  • High school diploma or general education degree (GED) required.
  • Valid driver's licence required.
  • Bachelor's Degree (B.A.) from a four-year college or university in Finance, Accounting, Business Administration, or related field preferred.

KNOWLEDGE, SKILL, ABILITY:

  • Understanding and ability to implement bank regulations and policies to support the safety, soundness, and compliance goals of the bank. Ability to work with vendors to achieve business objectives. Basic understanding of contracts and legal agreements.
  • Working knowledge of core banking systems, such as Jack Henry, FISERV, or equivalent system preferred.
  • Working knowledge of standard office equipment. Skills in areas related to computer operation/use including working knowledge of Microsoft applications and ability to learn new systems/applications.

WORK ENVIRONMENT: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level.

Must be capable of occasional travel (less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.

Must be able to routinely perform work on a computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours or travel off site whenever required or requested by management. Must be capable of regular, reliable and timely attendance. Must be capable of climbing/descending stairs in an emergency situation.

Specific lifting abilities required by this job include: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Specific vision abilities required by this job include: The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation/inspection of machines and/or using measurement devices at distances close to the eyes.

COMPENSATION & BENEFITS: Starting salary is dependent upon relevant experience and may vary based on the geographic location of the position.
