About this Role - Labor Compliance Analyst

We are looking for a talented Labor Compliance Analyst that has a passion for quality construction. This position is responsible for ensuring the company's full compliance with the labor standards and reporting requirements across all applicable projects. This includes wage and hour requirements, prevailing wage, and apprenticeship standards, specifically those under the Inflation Reduction Act and Davis-Bacon act.

What You'll Do

- Research, compile, and maintain current wage determinations for all applicable IRA-qualifying projects in accordance with the Davis-Bacon Act and Related Acts (DBRA)

- Monitor wage determination updates issued by the Department of Labor and communicate changes to project teams and subcontractors in a timely manner

- Review weekly in-house payroll records to verify compliance with applicable prevailing wage rates, fringe benefit requirements, and overtime provisions

- Prepare, submit, and maintain certified payroll reports (WH-347 or equivalent) in accordance with DOL and project-specific requirements

- Serve as the primary liaison to all subcontractors performing work on IRA-qualifying projects regarding prevailing wage and apprenticeship obligations

- Identify and resolve compliance deficiencies with in-house payroll and subcontractors before they result in reportable violations

- Monitor and document apprenticeship ratio requirements to ensure compliance with IRA good faith effort standards

- Maintain a centralized compliance tracking system for all IRA-qualifying projects, including wage determinations, certified payroll logs, and apprenticeship records

- Stay current on regulatory guidance, IRS and DOL rule changes, and Treasury Department updates related to IRA prevailing wage requirements

What You'll Bring

- Bachelor's degree in Construction Management, Business Administration, Accounting, or a related field preferred; equivalent experience considered

- 4-7 years of experience in construction compliance, contract administration, or payroll management, with direct exposure to prevailing wage requirements

- Working knowledge of the Davis-Bacon Act, IRA prevailing wage and apprenticeship provisions, and DOL certified payroll requirements

- Working knowledge of union contracts and fringe benefits

- Proficiency with certified payroll software (e.g., LCPtracker or similar platform) and Microsoft Office Suite

- Strong organizational skills with the ability to manage compliance across multiple concurrent projects

- Excellent written and verbal communication skills for interfacing with subcontractors, project teams, and regulatory agencies

- High attention to detail and a commitment to accuracy in recordkeeping and reporting

- Experience working with federal or prevailing wage projects (public works, federal construction, or tax credit projects)

- Familiarity with IRS Form 4114 or treasury guidance related to IRA clean energy tax credit compliance
