Job Description

The Business Services Manager (BSM) leads employer engagement and business services strategy to support workforce program outcomes. This role partners closely with business and industry leaders, internal leadership, and business services staff to align talent strategies with employer needs while ensuring delivery of contract requirements and performance goals.

Key Responsibilities:

  • Partner with business and industry leaders to develop and implement employment and talent strategies aligned with workforce and business needs.
  • Provide leadership, direction, training, and ongoing support to business services staff to ensure successful delivery of workforce services and project outcomes.
  • Hire, train, supervise, and evaluate business services team members, ensuring performance expectations and professional standards are met.
  • Collaborate with the Project Director to identify system, process, and operational improvements that strengthen organizational capacity and service delivery.
  • Identify and pursue business development opportunities and referral sources to increase job placements and employer engagement.
  • Enhance program visibility and organizational brand presence through professional networks, employer partnerships, and collaborative initiatives.
  • Develop an understanding of key business initiatives, performance measures, and budget resources to support effective implementation and delivery of services.
  • Coordinate networking events, hiring initiatives, and strategic recruitment activities that connect employers with qualified job seekers.
  • Serve as a publicfacing representative of the program, including presenting to employers, partners, and executivelevel stakeholders.
  • Liaise with executive staff and senior leadership, representing the program with professionalism, sound judgment, and accountability.
  • Ensure compliance with applicable policies, procedures, and workforce program requirements.
  • Participate in workgroups and manage special projects or assignments as required.
  • Operate effectively in a fastpaced, resultsdriven environment, managing multiple priorities and timesensitive deliverables.
  • Perform other duties as assigned.
Qualifications
  • Bachelor's degree in business, workforce development, human resources, public administration, or a related field required; Master's degree preferred.
  • Advanced education is valued in support of program leadership, strategic planning, and crossfunctional collaboration.
  • Demonstrated experience in employer engagement, business services, workforce development, or a related field.
  • Proven leadership experience, including hiring, training, supervising, and evaluating staff.
  • Strong presentation and communication skills, including comfort with public speaking and delivering professional presentations to diverse audiences.
  • Experience engaging employers, partners, or senior/executivelevel stakeholders.
  • Ability to operate effectively in a fastpaced, resultsdriven environment while managing multiple priorities and deadlines.
  • Strong organizational, problemsolving, and relationshipmanagement skills.
  • Working knowledge of workforce programs, compliance requirements, or performancebased contracts preferred.
Additional Information
  • Starting Salary: $36.06 per hour, with an annual salary range of $75,000-$85,000, commensurate with experience and qualifications.
  • This is a salaried leadership position that requires flexibility to meet program, employer, and partnership needs.
  • Nontraditional hours are required and may include early mornings, evenings, or eventbased schedules.
  • Periods of high activity, rapid execution, and timesensitive deliverables are expected in this role.
  • A valid driver's license, reliable transportation, and the ability to travel as needed without restriction within the service area are required.
  • Local travel is an essential function of the role and includes attending employer meetings, events, offsite engagements, and partner activities.
  • Other duties may be assigned as necessary to support operational needs and program objectives.
