Overview
PURPOSE STATEMENT: The Technical Services Supervisor will oversee the Maps & Records and Meter Shop departments, along with an oversight of utility permitting and project clearances. This role will be responsible for the lifecycle management and calibration of vapor and liquid measurement systems to ensure operational accuracy, safety, and regulatory compliance.
Responsibilities
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
Oversees the application, tracking, and acquisition of municipal, state, and federal permits for utility projects. Ensures all field activities comply with local right-of-way requirements, environmental regulations, and traffic control standards.
- Manages the accuracy of facility data within the GIS system; verifies, corrects, and finalizes records for client and system use.
- Manages User Acceptance Testing (UAT) and functional validation for the GIS System.
- Verifies the continued functionality of GIS application features, custom interfaces, and database integrations after infrastructure maintenance or version upgrades.
- Oversees third-party excavation requests, including plan reviews and utility clearances to ensure safe operations.
- Oversees assignment of excavation restoration activities and ensures the timely processing of contractor payments.
- Oversees statewide procurement, inventory, calibration, testing, and repair of meters, pressure regulators, and remote metering devices.
- Supervises the maintenance of calibration equipment and the installation of instrumentation to ensure system reliability.
- Develops and maintains policies for gas and liquid measurement to ensure full compliance with Public Utility Commission (PUC) requirements, Regulatory Codes, and Company Standards.
- Analyzes and manages meter performance to meet the requirements of the PUC.
- Researches and evaluates emerging technologies in metering, instrumentation, and pressure regulation; prepares formal recommendations for system enhancements.
- Collaborates with the Engineering Manager to develop and implement standardized departmental procedures for the Meter Shop and Maps & Records.
- Serves as the primary authority for documenting process changes, ensuring seamless communication to stakeholders and full alignment with company objectives.
- Assists the Manager, Engineering with special projects.
- Manages projects within time and budget guidelines, including the conduct of research, preparation of presentation materials, development of recommendations, project implementation, monitoring and revision as necessary.
- Manages payroll and non-payroll budgets, develops cost estimates for procurement, and monitors expenditures for fiscal compliance.
- Manages assigned staff by setting daily priorities, communicating clear performance expectations, and contributing to hiring decisions.
- Partners with Human Resources on employee relations matters, including counseling, discipline, and terminations, in accordance with the Collective Bargaining Agreement (CBA), where applicable.
OTHER FUNCTIONS/RESPONSIBILITIES:
- Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
- Complies with all applicable corporate and Hawaii Gas policies and procedures.
- Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
- Performs all other related duties as instructed by manager.
Qualifications
Required Education:
- Bachelor's degree in Engineering or Computer Science, Candidates with a degree in a different field may qualify if they demonstrate significant applicable industry experience and transferable skills.
Required Work Experience:
- Three (3) years of GIS or related systems experience.
- Minimum five (5) years of technical experience related to utilities.
- Proficient in the MS Office suite of tools (Word, Excel, Access and PowerPoint), GIS applications.
Required Licensure, Certification, Registration or Designation:
- Valid Hawaii Driver's License.
- May be required to obtain and maintain certification for access to controlled/secured facilities, e.g. military bases, coast guard jurisdictional areas and other clearance related to the work.
Preferred Education and/or Work Experience:
- Five (5) years of GIS or related systems experience.
- Professional experience in gas utility operations, including measurement and pressure regulation.
