Job Title: Business Analyst 4 Location(s): Richmond, VA (Hybrid: 4 days onsite) Job Summary: A Virginia state agency is seeking an experienced Business Analyst 4 to support application development and enhancement initiatives. The role involves requirements gathering, business process analysis, SDLC documentation, testing coordination, and collaboration with development teams in an Agile/Scrum environment. Candidates must be comfortable working onsite four days per week and participating in occasional in-person meetings on remote days. Key Responsibilities:
- Conduct project initiation and requirements gathering activities.
- Analyze business problems and define application/system requirements.
- Create SDLC-compliant Requirements Definition documentation.
- Work closely with business stakeholders, developers, and project teams.
- Ensure requirements are clear, complete, and aligned with agency standards.
- Support development of reusable documentation templates and processes.
- Participate in Scrum meetings to represent business and functional needs.
- Develop and execute system and manual web application test plans.
- Perform functional/manual testing and validate business requirements.
- Document defects and application issues for developer resolution.
- Assist with User Acceptance Testing (UAT) planning and scripting.
- Facilitate meetings and document project decisions and action items.
Required Skills & Experience:
- Extensive Business Analysis and Systems Analysis experience.
- Strong knowledge of SDLC methodologies and Agile/Scrum practices.
- Experience gathering and documenting complex business requirements.
- Experience supporting application development and implementation projects.
- Business process analysis and process mapping experience.
- Hands-on manual testing experience with web applications.
- Experience writing and executing test plans and test scripts.
- Ability to identify, document, and track defects/issues.
- Strong verbal and written communication skills.
- Experience facilitating meetings and collaborating across teams.
Preferred Skills:
- Familiarity with .NET web application projects.
- Experience using Microsoft Team Foundation Server (TFS) for requirements documentation.
Additional Information:
- Candidates must report onsite on the first day to receive equipment and badge access.
- Parking is not provided for contractors.
- No exceptions to onsite requirements.
