Description

AVO Technician:

AVO inspections are a regulatory and operational method used to detect leaks, emissions, and equipment issues by using human senses-hearing, sight, and smell-primarily in oil, gas, and refinery operations.

Overview

Audio, Visual, and Olfactory (AVO) inspections are key components of leak detection and emissions compliance programs in industrial facilities, particularly in oil and gas operations. These inspections rely on trained personnel to detect abnormal sounds, visible emissions, or unusual odors from equipment such as storage tanks, compressors, valves, and piping. AVO inspections are often performed monthly to minimize fugitive emissions and ensure compliance with environmental regulations like the EPA's Quad O rules (OOOOa, OOOOb, OOOOc) and CFR Part 60, Subpart OOOO.

Methodology

During an AVO inspection, technicians:

Listen for unusual hissing, whistling, or other sounds indicating leaks.
Observe for visible emissions, such as smoke, vapor, or flaring.
Smell for odors that may indicate the presence of volatile organic compounds (VOCs) or other hazardous emissions.
These inspections are often documented using standardized checklists, geolocation tracking, and real-time reporting platforms to ensure consistency and regulatory compliance.

Regulatory and Compliance Importance

AVO inspections are critical for:

Preventing environmental violations:
Supporting LDAR programs: AVO is often the first line of defense in Leak Detection and Repair (LDAR) programs, complementing quantitative methods like Method 21 or optical gas imaging (OGI),
Maintaining operational safety: Early detection of leaks or equipment malfunctions reduces the risk of accidents and costly downtime.
