Job Description

This position is established to implement and
maintain a comprehensive Personnel Security (PERSEC) and Facility Clearance
(FCL) Program for the Portsmouth/Paducah Project Office (PPPO). The position
will manage all aspects of security clearance and credentialing processes while
ensuring adherence to a wide range of Department of Energy (DOE) and federal
directives.

Job Description



  • Facilitate clearance processing in accordance with DOE O 472.2, Personnel Security, Maintain Federal Information Processing Standards (FIPS) 201.3 - PIV Card Issuance Requirements, and compliance with Office of Personnel Management for Heads of Departments and Agencies - Credentialing Standards Procedures for Issuing Personal Identity Verification Cards under HSPD-12 and DOE O 206.2, Identity, Credential, and Access Management (ICAM), 4.b.(2) and Appendix A and DOE O 473.3A, Physical Protection Operations, Attachment 3, Section A 2 A (1).
  • Implements and maintains the PERSEC program by providing compliant, accurate, and timely processing of DOE security clearance action requests (CAR), SF85/86 processing, position designation tool processing (PDT), terminations, site specific suspensions, upgrades, downgrades, re-certifications, and reinvestigations through the established channels for finalization, to include managing and maintaining all electronic and paper filing systems for security documentation.
  • Provide required notifications of any conditions affecting the status of an applicant's or employee's security clearance, pursuance to DOE reporting requirements.
  • Withdraw, as required, an employee's security clearance and provide DOE Form 5631.29, Security Termination Statement, completed by the employee, within two three (3) working days when a determination is made that a security clearance is no longer required.
  • Conduct Facility Approval and Registration of Activities in compliance with DOE directives governing FCLs and activity registration requirements as described in DOE O 470.4B, "Safeguards and Security Program."
  • Maintain the Foreign Visits and Assignments Program in accordance with the requirements of DOE O 142.3B, "Unclassified Foreign National Access Program."
  • Currently, other DOE offices (Office of Science) function as the Cognizant Security Office (CSO) for PERSEC responsibilities and processing access authorizations (CATS- clearance action tracking system), classified visits, and foreign visits and assignments.
  • Upgrade of the PPPO Lexington systems for a Full-Access station, to include equipment upgrades for badge creation, enrollment, activation and printing.
  • Support for ESN & FPCS Account verifications of PPPO system users.
  • EM Headquarters (HQ) is currently in the process of developing a new PERSEC Program, and PPPO will require a point of contact to work with as they transition these responsibilities.
  • Foreign Access Central Tracking System (FACTS) processing, a formal approval process related to the DOE Unclassified Foreign Visits and Assignments Program or international visits. Individual(s) will need specialized training in Foreign Interactions (FI).
  • Maintain a program to address the requirements for reviewing electronic Foreign Ownership Control or Influence (e-FOCI) packages. The TSS Contractor will review the FOCI submittal packages for completeness of the CSCS, representation and certifications, representation of foreign interest statements, list of KMP's, Non-Possessing Security plan (if needed), FOCI Data Sheet, Standard Form (SF-328) Certificate Pertaining to Foreign Interest, electronic copy of Articles of Incorporation, electronic copy of financial information, and additional documents may be required based upon the contractor/subcontractor organization.


Job Requirements



  • Bachelor's Degree from an accredited university with a minimum of five years of DOE related Security Programs experience or a combination of ten years DOE/DOD/industrial security experience;
  • Knowledge of Classification programs;
  • Demonstrated proficiency to perform DOE Safeguards and Security tasks and/or responsibilities related to Program Planning and Management, e.g. Planning and Procedures, Physical Protection, Information Security, Personnel Security;
  • Experience with contractor program oversight and contract execution and related tasks;
  • Experience with performing DOE Assessments, Survey's, Corrective Action Plans;
  • Proficiency in MS Office (Word, Excel, PowerPoint and Outlook);
  • Effective oral and written communication skills;
  • Ability to work independently or in a team environment;
  • Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.

  • Experience in S&S issues in a D&D environment
  • Experience with FOCI processes and systems
  • Classification experience/awareness
  • SSIMS operator
  • NTC S&S related training
  • Derivative Classifier
  • Knowledge of gaseous diffusion technology
  • Experience with the Foreign Access Central Tracking System

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment and may require subsequent reinvestigations may be required.
