Job Summary and Responsibilities

Acentra Health is looking for a Director, Public Outreach and Engagement to join our growing team.

Job Summary:

You will be responsible for designing and executing a statewide outreach plan, and engagement strategy in support of a large Assessment Program. This role provides leadership over outreach, communications, and engagement efforts, ensuring all outreach activities comply with the state and Dept of Health (DOH) requirements, Medicaid regulations, and contract performance standards.

In this role, you will ensure that Medicaid members, caregivers, providers, Managed Care Organizations (MCOs), Local Departments of Social Services (LDSS), and community stakeholders are informed, engaged, and able to access assessment services.

Work will be performed in close alignment with the Project Director.

Responsibilities:

  • Develop and implement a comprehensive state-approved and coordinated Stakeholder Outreach plan that includes communications with advocacy groups, training for providers and other interested stakeholders, creating feedback loops for the operational team.
  • Collaborate and understand unique needs of Assessment programs areas with stakeholders in NY, Department of Health leadership, Managed Care Organizations (MCOs), Local Departments of Social Services (LDSS), Community-based organizations (CBOs), and advocacy groups.
  • Establish and maintain stakeholder relationship map in NY and maintain strong partnerships with NYS DOH and program leadership.
  • Advise NY Independent Assessment and Acentra Health leadership on environmental challenges and opportunities as well as creation of engagement opportunities.
  • Collaborate in the development and monitoring of project plans, timelines and budgets and assist in the completion of project reports when possible.
  • Identify priority populations based on Medicaid eligibility, functional need thresholds, and underserved communities
  • Oversee development and dissemination of consumer education materials explaining:
    • The independent assessment process
    • Eligibility requirements for PCS, CDPAS, and MLTC
    • Scheduling and participation in assessments
  • Ensure materials are:
    • Culturally competent and linguistically appropriate
    • Accessible (plain language, ADA compliant)
  • Support engagement strategies that improve appointment adherence and assessment completion rates
  • Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules.

The list of accountabilities is not intended to be all-inclusive and may be expanded to include other education- and experience-related duties that management may deem necessary from time to time.


Qualifications

Required Qualifications

  • Bachelor's degree in public health, healthcare, communications, public administration, or related field
  • Minimum 3+ years of experience in large-scale public outreach, community engagement, or external affairs
  • Demonstrated experience supporting high-volume, consumer-facing programs
  • Strong knowledge of Medicaid, healthcare delivery systems, or public sector programs
  • Experience working with diverse populations, including individuals requiring long-term services and support

Preferred Qualifications

  • Masters Degree preferred
  • Previous experience in New York state with Medicaid stakeholders including advocacy groups
  • Experience managing a field-based team that works with stakeholders statewide.
  • Requires the ability to develop needs assessment methods, both qualitative and quantitative research for information related to databases of public health.
  • Must possess the ability to work independently on assigned projects, especially cross-functional teams.
  • Travel will be required.
  • Experience with New York State Medicaid programs, including PCS, CDPAS, or MLTC
  • Familiarity with NYIAP processes, UAS-NY, or independent assessment models
  • Experience supporting government contracts or RFP-driven programs

Experience in Lieu of Degree

For non-clinical roles, or when not required by the contract specifically, the Company acknowledges that practical, hands-on experience can provide skills and competencies equivalent to formal education. As such, in cases where a Bachelor's degree may be required, the Company will accept a minimum of six (6) years of directly relevant professional experience in lieu of a degree. In instances where the candidate has an Associate's degree, the Company will accept a minimum of three (3) years of directly relevant professional experience in lieu of the Bachelor's degree.

The pay range for this position is listed below.

"Based on our compensation philosophy, an applicant's position placement in the pay range will depend on various considerations, such as years of applicable experience and skill level."


Pay Range

USD $144,960.00 - USD $181,200.00 /Yr.
